A motion was made by Commissioner 4 Larry Proffitt and seconded by Commissioner 2 Michael Marin to table the Minutes.

4              OLD BUSINESS

SUP-2019-08 (Specific Use Permit) Presentation, Discussion, and Possible Action on a Request by Jay Castaneda, for a Specific Use Permit for a New Commercial Development at 7125 and 7129 Bandera Road; Generally Located on the East Side of Bandera Road Approximately 450 Feet South of Linkwood Drive; and a Public Hearing on Said Request.

Director Melland confirmed that the address for SUP-2019-08 was correct there was no presentation as Director Melland had presented the SUP at the prior meeting. Conversation ensued regarding the specifications of the drawing and what should be included or removed.

 

Vice Chair Alonzo opened the public hearing at 6:56 PM and closed the public hearing at 6:56 PM.

 

A motion was made by Commissioner 4 Proffitt and seconded by Commissioner 6 Pfau to approve SUP-2019-08 as presented

CA-2020-02 (Code Amendment) - Presentation, Discussion, and Possible Action on an Amendment to Section 15.02, Appendix C,I,G, of the City of Leon Valley Code of Ordinances, Removing all Provisions Regulating Signage in the Sustainability, Commercial-Industrial, and Gateway Overlay Districts; and a Public Hearing on Said Amendment.

Director Melland presented an exhibit illustrating peer City Sign Codes. The exhibit reflected how various cities compare in regards to the zoning code, unified development code, and separate chapter. Updates on revisions staff provided that had been made to the sign code. Director Melland Commissioners that sec.15.02 be removed as it is not relevant to present day.

 

The topic of temporary signs was discussed and who is responsible for maintaining them.  

 

Director Melland brought up the idea of a review committee in the form of an Urban Design Committee. Staff further suggested that prior to urban design committee being formed the Zoning Commission be the advisory committee over amendment that are not in the Zoning Code. It was estimated it would take two years to establish sign Committee.

 

Vice Chair Alonzo opened the public hearing at 7:18 PM and closed the public hearing at 7:19 PM

 

Commissioner 7 Blackmore arrived at 7:33 PM.

 

A motion was made by Commissioner 4 Proffitt and seconded by Commissioner 6 Pfau to recommend the removal of all signage regulations from the overlay districts standards with the condition that additional amendments be made to the sign code providing the Zoning Commission with advisory purview over the sign variances and future amendments to Chapter 3 signage regulations.
