2              APPROVAL OF ZONING COMMISSION MINUTES:

Planning & Zoning Commission - Regular Meeting - Feb 11, 2020 6:30 PM

A motion was made by 2nd Alternate Drew Power and seconded by Commissioner Sherry Pfau to approve 02-11-2020 Zoning Commission minutes with a recommendation to add “a result box to agenda item number 4) a.”

 

Chair David Smith made an announcement that Vice Chair Edward Alonzo arrived to the Zoning Commission meeting at 6:32 p.m.

RESULT:              ADOPTED [UNANIMOUS]

4              NEW BUSINESS

SUP-2020-02 (Specific Use Permit) Presentation and Discussion on a Recommendation on a Request by Arthur Onugrah, for a Specific Use Permit for Entertainment Indoor Use, at 6501 Bandera Road; More Specifically the Tenant Suite Labeled as 6565 Bandera Road; Generally located at the Intersection of Bandera Road and Seneca Road; and a Public Hearing on Said Request.

Planning & Zoning Director Brandon Melland presented the item which is in response to a request by applicant Arthur Onugrah, for a Specific Use Permit for Entertainment Indoor Use at 6501 Bandera Road; more specifically the tenant suite labeled as 6565 Bandera Road which is generally located at the intersection of Bandera Road and Seneca Road.

 

Applicant Arthur Onugrah was present as well.

 

Chair Smith opened the Public Hearing at 7:14 p.m.

 

·              Daniel Yelacic asked why the Fire Chief has not closed down the entire shopping center if there are still pending items to fix and asked for City Staff to go out and speak to the neighbors around the property regarding any concerns for new businesses going in.

 

There being no further public comment; Chair Smith closed the Public Hearing at 7:19 p.m.

 

A motion was made by Commissioner Pfau and seconded by Commissioner Power to approve item No. 4) a. SUP-2020-02 as presented.

 

Upon a vote of (5) ayes and (2) nays, Chair Smith announced the motion carried. Commissioners Richard Blackmore and Larry Proffitt cast the negative vote.

 

Chair Smith called for a recess at 7:26 p.m; and reconvened into Open Session at 7:32 p.m.

Planning & Zoning Director Brandon Melland presented the item which is in response to a request by applicant Richard Giron, for a Specific Use Permit for Entertainment Indoor Use at 7040 Bandera Road; more specifically the tenant suite labeled as 7022 Bandera Road which is generally located at the intersection of Bandera Road and Huebner Road.

 

Applicant Richard Giron and business partner Rick Galindo were present as well.

 

Chair Smith opened the Public Hearing at 7:52 p.m.

 

·              Mr. Johnson from the Canterfield subdivision demonstrated support to applicant Giron by sharing with all Commissioners that he has been to their store for five (5) years and does not have anything negative to say as a customer.

 

There being no further public comment; Chair Smith closed the Public Hearing at 7:55 p.m.

 

A motion was made by 2nd Vice Chair Alonzo and seconded by Commissioner Pfau to approve item No. 4) b. SUP-2020-03 as presented.

RESULT:              APPROVED [UNANIMOUS]

5)              ANNOUNCEMENTS BY COMMISSIONERS AND CITY STAFF

Chair Smith asked Commissioners if the Ethics Meetings could be moved from Monday, March 9, 2020 to the next regular meeting which will be on Tuesday, March 10, 2020. No one opposed. 

6)              ADJOURNMENT

Chair David Smith announced that the meeting adjourned at 9:30 PM.
