Mayor Riley called the meeting to order at 7:00 p.m. and asked City Attorney Denise Frederick along with the John Marshall Law Enforcement Explorers to lead the Pledge of Allegiance.

Mayor Riley asked if any of the Council Members wished to pull any item from the Consent Agenda for discussion. No items were pulled.

Presentation by Mark A. Kroeze, CF, CA   Urban Forester Texas A&M Forest Service on Forest Degradation Threats & Opportunities regarding Huebner-Onion Natural Area (M&C #2016-12-20-01 K. Kuenstler)

Mark Kroeze, CF, CA of the Urban Forester Texas A&M Forest Service gave a presentation and was available for questions.

Presentation of Certificates of Appreciation to Marshall Law Enforcement Volunteers. (Mayor Riley)

Mayor Riley presented a Certificate of Appreciation to the following for their time volunteering for Ciclovia  and the Blue Santa Project: Destiny Silva, Dominique Montalvo, Daminan Marquez, Michael Mendoza, Gabriella Calloway, Frank Cano, Chase Garcia, Race Garcia and Jazmine Villarreal.

Consideration and Action on Sign Variance # 2016-003, to grant a sign variance to Chapter 14, “Zoning Ordinance,” Section 14.02.304, “Regulations for All Districts,” Subsection (m) “Overlay Districts,” Part G(2)(j). “Prohibited Signs,” to allow an LED sign panel to be added to an existing 37-foot multi-tenant sign with a 45 square foot sign face at 6400 Bandera Road.  This item was postponed from 12/06/16 and the applicant is requesting an additional postponement to 01/17/17. Approval of City Council Meeting Minutes (S. Passailaigue)

Consideration and Action of Fence Variance #2016-002, to grant a fence variance to Chapter 3, Section 3.05.003, “Dimensions and Appearance,” Subsection (a.1) “Residential Fences,” to allow an eight foot (8’) privacy fence generally located at 6123 Sun Dial, being Lot 21, Block 11, CB 4432C, of the Seneca Estates Subdivision. Mayor Riley directed staff to put permit information in the Lion's Roar more frequently in an effort to inform citizens of what types of improvements require a permit.

Council Member Monica Alcocer moved that we move forward and authorize the City Manager to negotiate and execute a Community Development Block Grant (CDBG) Program Agreement as presented.

Consideration & Review of an updated scoring rubric to assist with review of In-Kind Grant requests. (M&C # 2016-12-20-09 M. McLeod)

No action was taken on this item other than the direction given by City Council to staff to amend the current policy to offer an option for a "full or partial waiver" of fees. Mayor Riley requested that an annual report be given to  City Council reflecting how many waivers were issued, to whom they were issued, and what the monetary total of waivers there where.

Discussion, Consideration and Action on a Resolution to Dissolve the Community Events Committee (CEC) (M&C # 2016-12-20-10 K. Flores)

No action was taken on this item. There was a consensus among members of City Council to try to revive the Community Events Committee (CEC) by recruiting more volunteers to serve. Mayor Riley assured any current members that needed to resign were welcome to do so and expressed her appreciation for all of their efforts.

Consider Approval of a Name and Park Commission Recommendations for Improvements to the Proposed Park in the Old Mill Subdivision (M&C # 2016-12-20-11 M. Moritz)

Council Member Benny Martinez motioned to name the park "Old Mill Park" with a sign indicating that it was "Donated by the  Dhamma Bucha Buddhist Temple".

City Manager's Report

City Manager Kelly Kuenstler announced that she has been notified by Waste Management that there will be a fee increase of 1.3% effective January 2017. This information will be provided to Leon Valley and SAWS customers living in Leon Valley via E-News and the Lion's Roar.; Leon Valley's Blue Santa Project has been a huge success collecting over $3000.; FEMA will be filming a documentary highlighting Florida, Arkansas and Leon Valley, Texas; City Secretary Saundra Passailaigue was elected for her third year as President of the Alamo Chapter TMCA, Inc.; Staff delivered 1539 pounds of food to the San Antonio Food Bank; lastly, Ms. Kuenstler praised the Public Works Department for their dedication and hard work.

Upcoming Important Events:  1) City Offices are closed from December 23, 2016 through January 2, 2017 in observance with the City's Winter  Holiday Schedule. Offices will reopen January 3, 2017 at 7:30 a.m.; 2) January 03, 2017, Regular City Council Meeting Cancelled;   3) Next Regular City Council Meeting, January 17, 2017 at 7:00 p.m.; and 4) Annual Town Hall Meeting, January 28, 2017 from 8:30 a.m. – 1:00 p.m. at the Conference Center. Announcements by the Mayor and Council Members

Mayor Riley presented Council Member David Edwards a birthday cake and everyone sang Happy Birthday!

 

Council Member David Edwards thanked everyone for coming to the meeting and wished everyone a Merry Christmas.

 

Council Member Monica Alcocer  complimented staff on the amount of grants received this year.

 

Council Member Benny Martinez thanked staff; wished everyone a Merry Christmas and a happy New Year.

 

Council Member David Jordan echoed previous comments and spoke about the improvements in camaraderie.

 

Council Member Belinda Ealy complimented staff and City Manager Kuenstler on a great year.

 

Mayor Riley informed everyone that she and the City Manager attended a meeting with TxDOT regarding Bandera Road improvements. "Stay tuned" as more information will be coming in the near future.
