PURPOSE

 

This mutual aid agreement is an updated version of the agreement previously approved by City Council in 2002. The proposed Resolution authorizes the City of Leon Valley to enter into an updated Emergency Mutual Aid Agreement with the local emergency response entities located in the geographic areas of the Alamo Area Council of Governments Region.

 

The agreement is intended to provide assistance to jurisdictions that need emergency aid in order to reduce property damage, suffering, injury or loss of life during an emergency.

The two primary differences in the updated agreement include; Extending the notification of responding agency expenditures from 2 days to 180 days, and allowing 12 hours of operational service at no cost.

FISCAL IMPACT

 

None: reciprocal exchange of resources as needed. No compensation shall be paid for providing aid under the agreement unless an event Is more than 12 hours.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE AN EMERGENCY MUTUAL AGREEMENT WITH ALAMO AREA COUNCIL OF GOVERNMENTS (AACOG).

 

WHEREAS, the City staff of the City of Leon Valley (the “City”) has recommended that the City enter into an Emergency Mutual Aid agreement with Alamo Area Council of Governments relating to emergencies and recovery; and

 

WHEREAS, the City Council has determined that it is in the best interest of the City to contract with Alamo Area Council of Governments pursuant to the Alamo Area Council of Governments Agreement attached hereto as Exhibit A (the “Agreement”); NOW THEREFORE

 

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LEON VALLEY, TEXAS THAT:

 

Section 1.              The City Council hereby authorizes the City Manager to negotiate and execute an Emergency Mutual Agreement with Alamo Area Council of Governments in substantially final form, attached hereto and incorporated herein as  Exhibit A.

 

Section 2.              If any provision of this Resolution or the application thereof to any person or circumstance shall be held to be invalid, the remainder of this Resolution and the application of such provision to other persons and circumstances shall nevertheless be valid, and the City Council hereby declares that this Resolution would have been enacted without such invalid provision.

 

Section 3.              This Resolution shall become effective immediately upon passage by four (4) or more affirmative votes of the entire City Council; otherwise, said effective date shall be ten (10) days from the date of passage hereof.
