ACCEPTING THE LOWEST RESPONSIVE BID AND AWARDING A CONTRACT IN AN AMOUNT NOT TO EXCEED $128,897.25 TO EZ BEL CONSTRUCTION FOR THE PURPOSE OF CONSTRUCTING A NEW TRAFFIC SIGNAL SYSTEM AT HUEBNER AND EVERS ROADS; AND AUTHORIZING THE REALLOCATION OF FUNDS IN THE AMOUNT OF $37,000.00 FROM THE PUBLIC WORKS FY 2017 CAPITAL BUDGET TO THE HUEBNER AND EVERS ROADS TRAFFIC SIGNAL SYSTEM PROJECT.
WHEREAS, the existing signal system at Huebner and Evers roads is 31 years old and most of the components are obsolete; and
WHEREAS, two sets of signals are currently attached to the CPS electrical line, which is not allowed; and
WHEREAS, the City entered into an agreement with the developer of the Department of Public Safety property to replace the existing signal system at Huebner and Evers Roads; and
WHEREAS, the developer agreed to pay $100,000 towards this project; and
WHEREAS, the estimated budget for this project was $125,000, with $100,000 for construction and the rest for engineering and construction management; and
WHEREAS, the lowest responsive bid is $128,897.25 from EZ Bel Construction; and
WHEREAS, the Public Works department has $37,000 from the Public Works FY 2017 Capital Budget that was to be used to purchase a water tank and
WHEREAS, the truck with a dedicated water truck is to be replaced next fiscal year; and
WHEREAS, the $37,000 is available for use for the Huebner and Evers Roads Traffic Signal System Project; and
WHEREAS, the Leon Valley City Council desires to accept the lowest responsive bid and award a contract in an amount not to exceed $128,897.25 to EZ Bel Construction; and authorize the reallocation of funds in the amount of $37,000.00 from the Public Works FY 2017 Capital Budget to the Huebner and Evers Roads Traffic Signal System Project; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LEON VALLEY, TEXAS, THAT:
SECTION 1. The lowest responsive bid of $128,897.25 from EZ Bel Construction for the purpose of constructing a new traffic signal system at Huebner and Evers Roads is hereby accepted. All other bids will be considered rejected upon the execution of a contract by the successful bidder and the deposit of all required bonds and insurance certificates or the expiration of ninety (90) days from the effective date hereof, whichever occurs first.
SECTION 2. The reallocation of $37,000.00 from the Public Works FY 2017 Capital Budget to the Huebner and Evers Roads Traffic Signal System Project is hereby authorized.
SECTION 3. The financial allocations in this Ordinance are subject to approval by the Director of Finance. The Director of Finance may, subject to concurrence by the City Manager or the City Manager’s designee, correct allocations as necessary to carry out the purpose of this Ordinance.
SECTION 4. This Ordinance shall be effective immediately upon passage by four (4) or more affirmative votes; otherwise, it shall be effective on the tenth (10th) day after passage.
