PURPOSE

 

The City Council had a Forest Oaks Pool Committee that was created specifically to determine the feasibility of the City owning, operating and maintaining the Forest Oaks Pool and its other assets. That has been completed.

 

There is now a need for a new committee, a Leon Valley Pool Advisory Committee, to review operations, maintenance, programs, admission fees, etc for the Forest Oaks Pool and the Poss Road Pool. Both, City owned swimming pools.

 

Staff is seeking guidance on moving forward and creating a committee and allowing City Staff two (2) weeks to get an amended Volunteer Application out to all who are interested in serving on the committee and bring those applications back for City Council consideration.

 

Another option would be to assign the review operations, maintenance, programs, admission fees, etc. for the Forest Oaks Pool and the Poss Road Pool. Both, City owned swimming pools to the existing Park Commission.

Staff recommends:

 

Option 1

1.  The creation of a Leon Valley Pool Advisory Committee to review operations, maintenance, programs, admission fees, etc. for the Forest Oaks Pool and the Poss Road Pool. Both, City owned swimming pools.

 

2.  That the Leon Valley Pool Advisory Committee provide annual report to City Council. 

 

3.  That the Leon Valley Pool Advisory Committee consists of 7 members with the existing Forest Oaks Pool Committee Members be given first choice to sit on the Advisory Committee with a one (1) year term. If they choose not to do so, the City will take applications from other interested citizens which would be appointed with a two (2) year term. All appointments afterwards would be staggered, two (2) year term.

Body

A RESOLUTION OF THE LEON VALLEY CITY COUNCIL APPROVING THE CREATION OF A LEON VALLEY POOL ADVISORY COMMITTEE.

 

WHEREAS, City Council finds it necessary to create a Pool Advisory Committee; and

 

WHEREAS, the Pool Advisory Committee will be used to review, including but not limited to, operations, maintenance, programs, and admission fees for City owned pools known as the Forest Oaks Pool and the Poss Road Pool; and

 

WHEREAS, the committee will also provide City Council further input and advice on summer programs and improvement projects; and

 

WHEREAS, the committee will report on an annual basis to City Council; and

 

WHEREAS, it is now the desire of the City of Leon Valley Council to create a Leon Valley Pool Advisory Committee;

 

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LEON VALLEY, TEXAS, THAT:

 

SECTION 1.              The Leon Valley Pool Advisory Committee is hereby created.

 

SECTION 2. The Committee will consist of seven (7) members with the existing Forest Oaks Pool Committee Members be given first choice to sit on the Advisory Committee with a one (1) year term.  Otherwise, City Council will take applications from other interested citizens to be appointed with a two (2) year term. All appointments thereafter will be a staggered two (2) year term.

 

SECTION 3.              This Resolution shall become effective immediately upon passage by four (4) or more affirmative votes of the entire City Council; otherwise, said effective date shall be ten (10) days from the date of passage.

The presentation was followed by a brief discussion.

Mayor Riley stated that she preferred Option 1. Council Member Benny Martinez also preferred Option 1 and would like the committee to name the Poss Road pool. Council Members Ealy, Edwards and Alcocer also preferred Option 1. Council Member Jordan preferred Option 1 but disagreed with the 1 year term for some of the members and questioned the committee role of determining operations. City Manager Kuenstler informed Council that she and the City Attorney would review duties of the committee to ensure that their duties would be in their purview and not the pool management company.

A motion was made by Council Member Monica Alcocer and seconded by Council Member Benny Martinez to accept the resolution creating the Leon Valley Pool Advisory Committee as presented.
