PURPOSE

 

The purpose of this item is for the Leon Valley City Council to consider partial signage reimbursement for properties located at 6128, 6132 and 6136 Bandera Road. Property was purchased by Bonorum Rem Magnum in December 2016. Since purchase, several improvements have been made to the building. (Pictures of improvements are attached in the power point presentation).

Social Equity: Signage improvements have been funded in the past. These requests were made under the LVEDC Façade & Signage Program Grant Application; however, it was explained to the applicants that the LVEDC no longer exists and that their request would come before the newly created ED & CD Advisory Committee.

 

Economic Development: Beautification of signage and assistance to local businesses are both related to economic development.

 

Environmental Stewardship:  N/A

 

FISCAL IMPACT

 

Total Request Amount: $14,272.00.Funding would come from the Economic & Community Development Sales Tax. 

 

STRATEGIC GOALS

 

Economic Development is a strategic goal outlined in Leon Valley's Strategic Plan and the beautification of signage and assistance to businesses are both related to economic development in the city.

RECOMMENDATION

 

The proposal was brought before the Economic and Community Development Advisory Committee on Wednesday, August 30, 2017, and they recommended approval to reimburse for 1/2 of the cost of the signage. Therefore, a budget adjustment is requested based on the Advisory Committee's recommendation.

AMENDING GENERAL FUND OF THE CITY OF LEON VALLEY, TEXAS MUNICIPAL BUDGET FOR FISCAL YEAR OF 2016-2017 IN THE AMOUNT OF $14,272.00 TO PROVIDE FUNDING FOR SIGNAGE REIMBURSEMENT.

 

WHEREAS, it is the overall goal of the City of Leon Valley to promote economic development, environmental sustainability and citizen involvement; and 

 

WHEREAS, in order to further these goals, the City of Leon Valley is reimbursing businesses located at 6128, 6132 & 6136 Bandera Road for improved signage; and

 

WHEREAS, staff had determined that funding in the amount of $14,272.00 will come from Economic & Community Development Sales Tax; and

 

WHEREAS, it is necessary to adjust the budget by $14,272.00 to find signage; and

 

WHEREAS, Texas Local Government Code Section 102.010 provides that a municipality is not prohibited from making changes to a budget for municipal purposes: and

 

WHEREAS, the Leon Valley City Council hereby finds and determines that the amendments adopted under this ordinance are for a municipal purpose; NOW THEREFORE,

 

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LEON VALLEY, TEXAS: 

 

Section 1.              The FY 2016-2017 General Fund of the City of Leon Valley is hereby amended as stated above.

 

Section 2.              The financial allocations in this Ordinance are subject to approval by the Director of Finance. The Director of Finance may, subject to concurrence by the City Manager or the City Manager's designee, correct allocations to specific accounts as necessary to carry out the purpose of this Ordinance.

 

Section 3.              This ordinance is effective immediately upon passage by four (4) affirmative votes; otherwise it is effective on the tenth day after passage hereof.

City Manager Kelly Kuenstler presented the item seeking City Council consideration of a partial signage reimbursement for properties located at 6128, 6132 and 6136 Bandera Road. City Manager Kuenstler added that the total request amount: $14,272.00.Funding would come from the Economic and Community Development Sales Tax. Therefore, a budget adjustment is requested based on the Advisory Committee's recommendation.

A motion was made by Council Member Monica Alcocer and seconded by Council Member David Jordan to approve a Budget Adjustment to fund the signage reimbursement for 6128/6132/6136 Bandera Rd as requested.
