PURPOSE

 

To consider approving an Ordinance authorizing a budget adjustment for the Community Development Department, to pay for the Bexar County Flood Control LC-17 Tree Re-purposing project.

 

The City Council authorized re-purposing trees from the Bexar County LC-17 flood control project and having the trees made into benches. Some money was placed into the Department budget, but the full cost was unknown at the time and staff was directed to come back to the Council if the funds were insufficient.

Social - Providing funding for new benches at City parks benefits all citizens

 

Economic - The benches will be more aesthetically pleasing than standard park benches and may entice more people to our parks, which could boost sales tax at local businesses

 

Environmental -The Department strives to support environmental programs, such as  tree repurposing

 

FISCAL IMPACT

 

Tree Re- purposing - milling                                          $4,898

 

The cost for the benches is still unknown at this time.

AMENDING GENERAL FUND OF THE CITY OF LEON VALLEY, TEXAS MUNICIPAL BUDGET FOR FISCAL YEAR OF 2016-2017 IN THE AMOUNT OF $4,898 TO PROVIDE FUNDING FOR THE COMMUNITY DEVELOPMENT DEPARTMENT’S TREE RE-PURPOSING PROJECT.

 

WHEREAS, it is the overall goal of the City of Leon Valley to promote environmental sustainability; and 

 

WHEREAS, in order to further these goals, the City of Leon Valley is re-purposing trees from a flood control project and making them into benches to be used at city facilities; and

 

WHEREAS, staff had determined that $4,898 will provide funding for the tree re-purposing; and

 

WHEREAS, Texas Local Government Code Section 102.010 provides that a municipality is not prohibited from making changes to a budget for municipal purposes: and

 

WHEREAS, the Leon Valley City Council hereby finds and determines that the amendments adopted under this ordinance are for a municipal purpose; NOW THEREFORE,

 

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LEON VALLEY, TEXAS: 

 

Section 1.              The FY 2016-2017 General Fund of the City of Leon Valley is hereby amended.

 

Section 2.              The financial allocations in this Ordinance are subject to approval by the Director of Finance. The Director of Finance may, subject to concurrence by the City Manager or the City Manager's designee, correct allocations to specific accounts as necessary to carry out the purpose of this Ordinance.

 

Section 3.              This ordinance is effective immediately upon passage by four (4) affirmative votes; otherwise it is effective on the tenth day after passage hereof.

Interim Public Works Director Melinda Moritz presented this item seeking Council consideration on the approval of an ordinance authorizing a budget adjustment for the Community Development Department, to pay for the Bexar County Flood Control LC-17 Tree Re-purposing project. The City Council authorized re-purposing trees from the Bexar County LC-17 flood control project and having the trees made into benches. Some money was placed into the Department budget, but the full cost was unknown at the time and staff was directed to come back to the Council if the funds were insufficient.

The presentation was followed by a discussion where past funding of the project was questioned by Council Members Alcocer, Ealy and Martinez.

A motion was made by Council Member Benny Martinez and seconded by Council Member David Jordan to table this item until the September 19, 2017 agenda so staff will have time to research the item and see what was decided last time this project was discussed by Council.

Interim Public Works Director said that would leave her with an outstanding bill so Council agreed to amend the motion to the September 12, 2017 meeting instead. Council Member Martinez agreed to the amendment.
