PURPOSE

 

To obtain a budget adjustment for overtime paid employees as a result of the activation of the Emergency Operations Center (EOC) from Friday, August 25 to Sunday, September 28, 2017 in preparation of the threat/risk to our community from Hurricane Harvey.

 

The following budget adjustments are requested:

 

General Fund              $29,000

Social - Proactive preparedness and activation of the EOC ensures our ability to keep our community safe and protected as much as possible from the potential threat/risk of a disaster.

 

Economic -N/A.

 

Environmental - N/A

 

FISCAL IMPACT

 

Funding for the budget adjustment will come from the Emergency Fund.

AMENDING GENERAL FUND OF THE CITY OF LEON VALLEY, TEXAS MUNICIPAL BUDGET FOR FISCAL YEAR OF 2016-2017 IN THE AMOUNT OF $29,000 TO PROVIDE FUNDING FOR OVERTIME AS A RESULT OF ACTIVATION OF THE EOC DURING HURRICANE HARVEY.

 

WHEREAS, it was the overall goal of the City of Leon Valley to be prepared for any

threat/risk to our community from Hurricane Harvey; and

 

WHEREAS, in order to ensure these goals were met, the City of Leon Valley activated it's Emergency Operations Center on Friday, August 25, 2017; and

 

WHEREAS, the activation required the City to have all staff available and create overtime pay for these employees; and

 

WHEREAS, it is necessary to adjust the budget by $29,000 to fund the overtime; and

 

WHEREAS, Texas Local Government Code Section 102.010 provides that a municipality is not prohibited from making changes to a budget for municipal purposes: and

 

WHEREAS, the Leon Valley City Council hereby finds and determines that the amendments adopted under this ordinance are for a municipal purpose; NOW THEREFORE,

 

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LEON VALLEY, TEXAS: 

 

Section 1.              The FY 2016-2017 General Fund of the City of Leon Valley is hereby amended to increase the General Fund by the amount of $29,000.

 

Section 2.              The financial allocations in this Ordinance are subject to approval by the Director of Finance. The Director of Finance, may, subject to concurrence by the City Manager or the City Manager's designee, correct allocations to specific accounts as necessary to carry out the purpose of this Ordinance.

 

Section 3.              This ordinance is effective immediately upon passage by four (4) affirmative votes; otherwise it is effective on the tenth day after passage hereof.
