Item Discussion

PURPOSE

 

The purpose of this item is to determine if the Leon Valley City Council and the citizens of Leon Valley prefer to have another Ciclovía (as was approved in the budget), a jazz festival, or any other type of fall festival so that staff can immediately begin preparations for same in the Fall of 2018. The Leon Valley City Council could also determine that they would not like to have a festival in the fall this year and funds appropriated for such could revert or be used for another purpose approved by the Council.

Social: It is equitable to utilize the funds as approved by the council in a public meeting for a fall festival and to ensure funds are utilized pursuant to the intent.

 

Economic Development: A Fall event would be considered an economic development project for the City of Leon Valley because of the number of outside persons that the event brings into the community.

 

Environmental Stewardship: Recycling will be encouraged and required for whatever festival is approved. If a Ciclovía is approved, walking and biking are encouraged rather than utilizing vehicles. 

 

FISCAL IMPACT

 

In August, 2017, during the final budget approval, the Leon Valley City Council appropriated $15,000, for a Ciclovía Event (or a Fall event of some sort). Overtime will also be involved but should be kept to a minimum. There is currently $19,757 approved in overtime for all festivals in the FY 18 budget (which included a Fall event). Staff should be conscientious to stay within the appropriated budget this year as approved by the Council. 

 

STRATEGIC GOALS

 

Economic Development is outlined as a goal in Leon Valley's Strategic Plan. A special event, well-advertised, should bring persons into Leon Valley not only to attend the event but to hopefully also spend money in Leon Valley.

A motion was made by Council Member Monica Alcocer and seconded by Council Member Belinda Ealy to dedicate $15,000 that is in the budget for a fall festival to the 2018, 300th Tricentennial Celebration here in Leon Valley.
