PURPOSE

 

On August 22, 2017, the Leon Valley City Council voted to approve the recommendations made by the Economic and Community Development Advisory Committee to enter into up to 10 forgivable loan agreements with affected tenants of Seneca Plaza and Lebman’s Square for an amount not to exceed $6,000 per applicant. The funds will be for expenses paid for moving and/or the first and last month’s rent at a Leon Valley location. Receipts would be required as part of the application and agreement. Upon reviewing applications, preference shall be given to tax generating businesses.

 

In order to fund this, a budget adjustment in the amount of $60,000 for the Economic Development Department in the General Fund is required.

             

SEE LEON VALLEY

 

Social - Provides an opportunity for Leon Valley businesses to remain located in the community and it provides for Leon Valley citizens to be able to continue to utilize the businesses affected.

 

Economic - Provides an opportunity for businesses that might have to relocate to be able to remain within the city limits of Leon Valley. 

 

Environmental - N/A

 

FISCAL IMPACT

 

Funding for the requested budget adjustment will come from Economic Development Sales Tax received during the current fiscal year.

 

STRATEGIC GOALS

 

This request is consistent with the City of Leon Valley’s Strategic Plan which outlines the city’s goals and objectives. One of these goals & objectives is economic development.  Retaining these existing businesses in Leon Valley is an example of attempting to maintain a sound economy in the city.

AMENDING THE GENERAL FUND OF THE CITY OF LEON VALLEY, TEXAS MUNICIPAL BUDGET FOR FISCAL YEAR 2016-2017 IN THE AMOUNT OF $60,000 TO FUND AFFECTED SENECA PLAZA AND LEBMAN’S SQUARE TENANTS RELOCATING IN LEON VALLEY.

 

WHEREAS, it is the overall goal of the City of Leon Valley to promote economic development, environmental sustainability and citizen involvement; and 

 

WHEREAS, in order to further these goals, the City of Leon Valley is entering into agreements with the affected tenants of the Seneca Plaza and Lebman’s Square centers; and

 

WHEREAS, staff has determined that $60,000 will provide funding to aid in the reimbursement of expenses related to relocating in Leon Valley and/or the first and last month’s rent at a Leon Valley location; and

 

WHEREAS, it is necessary to adjust the budget by $60,000 to fund the agreements; and

 

WHEREAS, Texas Local Government Code Section 102.010 provides that a municipality is not prohibited from making changes to a budget for municipal purposes: and

 

WHEREAS, the Leon Valley City Council hereby finds and determines that the amendments adopted under this ordinance are for a municipal purpose; NOW THEREFORE,

 

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LEON VALLEY, TEXAS: 

 

Section 1.              The FY 2016-2017 General Fund of the City of Leon Valley is hereby amended to decrease the General Fund by $60,000.00.

 

Section 2.              The financial allocations in this Ordinance are subject to approval by the Director of Finance. The Director of Finance, may, subject to concurrence by the City Manager or the City Manager's designee, correct allocations to specific accounts as necessary to carry out the purpose of this Ordinance.

 

Section 3.              This ordinance is effective immediately upon passage by four (4) affirmative votes; otherwise it is effective on the tenth day after passage hereof.
