PURPOSE

 

On Tuesday July 4th, 2017, the City of Leon Valley held its annual July 4th Celebration in Raymond Rimkus Park. Expenditures for the event totaled $102,663. The City budgeted $46,000 for the event as well as $17,561 for staff overtime for a total of $63,561. Therefore, a budget adjustment in the amount of $39,102 is needed.

Social - Is demonstrated by the City by providing additional recreational amenities for residents and visitors to the Fourth of July event. This encourages collaborative participation among residents, businesses and stakeholders in a family-friendly event.

 

Economic -The City’s event exhibited a distinctive and welcoming identity by providing opportunities for participants to market their businesses and initiatives.

 

Environmental - The City had a recycling station at the event but environmental efforts should be advanced. 

 

FISCAL IMPACT

 

Funding for the requested budget adjustment will come from current year revenues and General Fund Reserves.

AMENDING THE GENERAL FUND OF THE CITY OF LEON VALLEY, TEXAS MUNICIPAL BUDGET FOR FISCAL YEAR OF 2016-2017 IN THE AMOUNT OF $39,102 TO PROVIDE FUNDING FOR THE FOURTH OF JULY CELEBRATION.

 

WHEREAS, it is the overall goal of the City of Leon Valley to promote economic development, environmental sustainability and citizen involvement; and 

 

WHEREAS, in order to further these goals, the City of Leon Valley held its annual July 4th celebration; and

 

WHEREAS, staff determined that additional funding of $39,102 is needed; and

 

WHEREAS, it is necessary to adjust the budget by $39,102 to fully fund the event; and

 

WHEREAS, Texas Local Government Code Section 102.010 provides that a municipality is not prohibited from making changes to a budget for municipal purposes: and

 

WHEREAS, the Leon Valley City Council hereby finds and determines that the amendments adopted under this ordinance are for a municipal purpose; NOW THEREFORE,

 

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LEON VALLEY, TEXAS: 

 

Section 1.              The FY 2016-2017 General Fund of the City of Leon Valley is hereby amended to increase the General Fund by the amount of $39,102.00.

 

Section 2.              The financial allocations in this Ordinance are subject to approval by the Director of Finance. The Director of Finance, may, subject to concurrence by the City Manager or the City Manager's designee, correct allocations to specific accounts as necessary to carry out the purpose of this Ordinance.

 

Section 3.              This ordinance is effective immediately upon passage by four (4) affirmative votes; otherwise it is effective on the tenth day after passage hereof.

Finance Clerk Ashley Wayman presented this item saying that the City of Leon Valley held its annual July 4th Celebration in Raymond Rimkus Park on July 4, 2017. Expenditures for the event totaled $102,663. The City budgeted $46,000 for the event as well as $17,561 for staff overtime for a total of $63,561. Therefore, a budget adjustment in the amount of $39,102 is needed. Staff recommends the approval.

A motion was made by Council Member Monica Alcocer and seconded by Council Member Benny Martinez to accept the Final Report and Budget Adjustment in the Amount of $39,102 to Properly Fund the Fourth of July Event held Tuesday, July 4th, 2017.
