PURPOSE

 

The City Council adopted an In Kind Grant process by which organizations and stakeholders can request in kind services from the City. The Leon Valley American Legion No. 336 is requesting in kind grant use of the Leon Valley Conference Center on Sunday, September 10, 2017, for a Patriot Day Remembrance event. The request includes the use of the facility, security, cleaning, deposit and waiver of all fees.    

 

The event will begin in the evening at 6:00 p.m. and will end at 9:30 p.m.. The set-up of the Center will be during the hours of 4:00 p.m. on the same day as the event. The American Legion No. 336 is requesting use of the facility providing their own security, set-up and clean-up of the items they bring into the center. The purpose of the event is to hold a patriot day remembrance event. In reviewing the Community Center calendar and the City resources the date and facility are available for use.

 

The In Kind Grant Committee consists of representation from Community Development, the Leon Valley Library and Administration departments.

 

The In Kind Grant Committee evaluated the request based on the criteria outlined in the grant policy and guidelines. A scoring matrix was created to further evaluate the request. Per the matrix the maximum score is 30. In evaluating the request a score of 20 or above results in an affirmative recommendation by the committee members, to then forward the request to Council for final consideration.

 

The attached request scored a median average of 23 resulting in a recommendation of approval to be forwarded to the City Council for final consideration.

Social Equity - Supports collaborative participation between the American Legion No.336 and the City of Leon Valley.

 

Economic Development - Although there is not a direct effect on economic development; indirectly this event supports visitors to the City of Leon Valley to attend the event and possibly stop and shop in Leon Valley.

If approved, the grant would waive the following fees:

If approved by City Council, the grant would waive the following fees: rental fee - $696; deposit - $400; cleaning fees - $145; and security fees - $143; for a total of $1,384 in fees waived.

Direction was given to staff to bring back the In-Kind Grant Policy for Council review.

· Walter Geraghty, 7315 Ellerby Point was present for questions and also to express his support for Council granting this request.

A motion was made by Council Member David Edwards and seconded by Council Member David Jordan to have the City co-sponsor the event and grant the request.
