PURPOSE

 

Request approval of a budget adjustment and related ordinance in the amount of $14,402.

 

The Fire Department received grant funding in the amount of $14,402 from the following sources:

 

Southwest Texas Regional Advisory Council (STRAC) - $4,223

·              Purchase EMS supplies

 

Texas Water Development Board - $10,179

·              Purchase and install a flood/alert siren system at Public Works

 

The grant from the Texas Water Development Board was approved in 2016, and the system was installed and completed on March 9, 2017. The amount received is a 40% reimbursement for part of the purchase. An Additional 10% is pending receipt after final report review by the Texas Water Development Board. The STRAC Trauma Funds are an annual reimbursement from Bexar County for regional report participation in Emergency Medical Services.

Social - The new early warning flood/storm siren, and participating in a regional EMS system enhances the life safety of the public.

 

Economic - Use of this funding conserves City funds for other uses.

AMENDING THE GENERAL FUND OF THE CITY OF LEON VALLEY, TEXAS MUNICIPAL BUDGET FOR FISCAL YEAR 2016-2017 IN THE AMOUNT OF $14,402.00 FOR FUNDS RECEIVED FROM THE SOUTHWEST REGIONAL ADVISORY COUNCIL ON TRAUMA FOR PARTICIPATION IN REGIONAL EMS REPORTING IN THE AMOUNT OF $4,223.00, AND FOR FUNDS RECEIVED FROM THE TEXAS WATER DEVELOPMENT BOARD TO REIMBURSE THE CITY FOR THE INSTALLATION OF A NEW FLOOD/STORM ALERT SIREN SYSTEM IN THE AMOUNT OF $10,179.00.

 

WHEREAS, it is the overall goal of the City of Leon Valley to enhance public safety; and 

 

WHEREAS, in order to further this goal, the City of Leon Valley was approved for a partial grant in the amount of $10,179 from the Texas Water Development Board that reimbursed the City for the cost to install a flood/storm alert siren system; and

 

WHEREAS, Leon Valley EMS is a partner in the Southwest Regional Advisory Council on Trauma, and received a grant in the amount of $4,223 to purchase EMS supplies;  and

 

WHEREAS, it is necessary to adjust the budget by $14,402 to reimburse the City for funds expended that were not funded in fiscal year 2016-2017; and

 

WHEREAS, Texas Local Government Code Section 102.010 provides that a municipality is not prohibited from making changes to a budget for municipal purposes: and

 

WHEREAS, the Leon Valley City Council hereby finds and determines that the amendments adopted under this ordinance are for a municipal purpose; NOW THEREFORE,

 

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LEON VALLEY, TEXAS: 

 

Section 1.              The FY 2016-2017 General Fund of the City of Leon Valley is hereby amended to increase General Fund Fire Department budget by the amount of $14,402.00.

 

Section 2.              The financial allocations in this Ordinance are subject to approval by the Director of Finance. The Director of Finance may, subject to concurrence by the City Manager or the City Manager's designee, correct allocations to specific accounts as necessary to carry out the purpose of this Ordinance.

 

Section 3.              This ordinance is effective immediately upon passage by four (4) affirmative votes; otherwise it is effective on the tenth day after passage hereof.
