PURPOSE

 

The purpose of this item is to accept the lowest responsible bid and award a construction contract in an amount not to exceed $132,605.00 in Community Development Block Grant (CDBG) funds to Gilbert’s Utility & Concrete Works, Inc. to replace water and sewer mains, valves, and service lines, on Conestoga (Timberhill to end of street).     

 

BACKGROUND

 

In March of 2016, the City submitted an application for consideration for the Bexar County 2016 CDBG program. The City Engineer completed design of the Conestoga Water and Sewer Main Replacement Project to replace. The project scope consists of 500 feet of asbestos-concrete water main with new C-900 pipe, replace 500 feet of sewer main, re-connect 10 service lines, install 3 new gate valves, and provide asphalt repairs on Conestoga. 

 

The engineer’s estimated project cost was $221,364.  Gilbert’s Utility & Concrete Works, Inc. submitted the lowest responsible bid of $132,605. City staff has worked closely with Bexar County CDBG staff through the grant application and the bid process.  

 

This project was designed by Sia Engineering. A bid package was developed and advertised for 30 days. The bid advertisement was placed in the Express News on two consecutive Sundays, and the bid document and plans were placed on the City’s web site. A pre-bid meeting was held on July 11, 2017, and representatives from three companies attended.   

 

The bid opening was held on July 18, 2017, and a total of 6 companies submitted bids.  They were:

FISCAL IMPACT

 

The CDBG grant amount is $160,992. Gilbert’s Utility & Concrete Works, Inc. submitted a bid for $132,605. A budget adjustment from the Water Utility Fund Balance was approved at the time of the grant application. The City’s match is 20% or $32,198.

Economic Development - Improved water and sewer infrastructure helps to ensure an   efficient delivery of service which may encourage relocation.

 

Environmental Stewardship - Reduces the amount of water loss due to aging water mains, and sewer spills from aging mains.

Staff recommends accepting the lowest responsible bid from Gilbert’s Utility and Concrete Works, Inc., and authorizing the City Manager to enter into a contract in the amount of $132,605 to construct the Conestoga Water and Sewer Main Project.
