PURPOSE

 

The purpose of the Ordinance is to authorize the City Manager to negotiate and execute an Interlocal Agreement with Bexar County to provide our police and fire dispatch services.

 

SEE LEON VALLEY

 

Social Equity - The Interlocal Agreement will provide professional dispatch services for the citizens of Leon Valley. These services ensure that all citizens whom call for emergency and non-emergency assistance will receive prompt and courteous services.

 

Economic Development - This Interlocal Agreement for Dispatch Services will not cost the Citizens of Leon Valley any money in fiscal year 2018. This helps the City of Leon Valley balance our budget without further burdening the citizens of our community.

 

Environmental Stewardship - The Interlocal Agreement for Dispatch Services combines our needs with other small communities, pooling our resources and services, resulting in less people driving to work, as well as reduced electrical and other utility consumption.

 

FISCAL IMPACT

 

There are no costs to the City of Leon Valley in fiscal year 2018. Costs for the remainder of the Interlocal Agreement will be based upon amount of calls for service and a percentage of the cost for maintaining the dispatch center. Current projections have us saving $40,000 to $50,000 per year after fiscal year 2018.

 

STRATEGIC GOALS

 

The signing of an Interlocal Agreement with Bexar County for Dispatch Services meets Strategic Goal 1 - Economic Development, as it allows the City of Leon Valley to properly balance our budget in fiscal year 2018, and saves monies in all years afterwards.

AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE AN INTERLOCAL AGREEMENT FOR DISPATCH SERVICES WITH BEXAR COUNTY, AND TO SET THE COMPENSATION PROCESS TO CALCULATE PAYMENT IN THE FUTURE FOR EMERGENCY AND NON-EMERGENCY DISPATCH SERVICES.

 

WHEREAS, City Council has not appropriated funds for dispatch services in the fiscal year 2018 budget; and

 

WHEREAS, staff has determined that dispatch services are still required for our citizens to call for emergency and non-emergency incidents; and

 

WHEREAS, the City of Leon Valley Police Department and Fire Department are in need of a dispatch service to answer emergency and non-emergency calls from our citizens and non-citizens in our community; and

 

WHEREAS, Bexar County has offered to provide dispatch services at no cost to the City of Leon Valley in fiscal year 2018, and substantially reduced costs in each year after; and

 

WHEREAS, it is now the desire of the City Council of the City of Leon Valley to approve this Ordinance authorizing the City Manager to negotiate and execute an Interlocal Agreement for Dispatch Services with Bexar County; NOW, THEREFORE,

 

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LEON VALLEY, TEXAS, THAT: 

 

SECTION 1.              The City Manager is hereby approved to negotiate and execute an Interlocal Agreement for emergency and non-emergency dispatch services with Bexar County.

 

SECTION 2.              Should any part, sentence or phrase of this Ordinance be determined to be unlawful, void, or unenforceable, the validity of the remaining portions of this Ordinance shall not be adversely affected. No portion of this Ordinance shall fail or become inoperative by reason of the invalidity of any other part. All provisions of this Ordinance are severable.

 

SECTION 3.              This Ordinance shall be effective immediately upon passage by four (4) or more affirmative votes; otherwise, it shall be effective on the tenth (10th) day after passage.

Police Chief Joe Salvaggio presented this item for the purpose of consideration of an ordinance authorizing the City Manager to negotiate and execute an Interlocal Agreement with Bexar County to provide our police and fire dispatch services. There are no costs to the City of Leon Valley in Fiscal Year 2018. A motion was made by Council Member David Jordan and seconded by Council Member Benny Martinez to adopt the ordinance authorizing the City Manager to negotiate and execute an Interlocal Agreement with Bexar County for emergency and non-emergency dispatch services.
