PURPOSE

 

Each year after conducting a public hearing on the proposed budgets the City Council must then vote to adopt the budgets by approving the attached Ordinance for the Fiscal Year 2018 Budgets and associated Capital Acquisition Plans for the City of Leon Valley, Texas.

Social - The budget serves as the foundation of the City’s financial planning and control. It addresses the goals of the City, establishes priorities, determines the level of funding commitment, and serves as a day-to-day operations guide. The City establishes a budget for eleven separate funds.  Activities of the General Fund, Water and Sewer (Enterprise) Fund, Grant Fund,  Crime Control and Prevention District, Building Security Fund, Child Safety Fund, Municipal Court Technology Fund, Debt Service Fund, Community Center Fund, Street Maintenance Fund,  and Police Forfeiture are included in the annual budget.  Furthermore, citizens have had 2 opportunities prior to the adoption of this budget to provide input.

 

Economic - Utilizing taxpayer monies to maximize public safety, City administration and City programs/services allows the City to actively pursue Economic Development opportunities.

 

Environmental -The City’s El Verde by 2020 initiative continues to be supported through careful allocation of budgetary dollars that promotes sustainability.

ADOPTING THE ANNUAL OPERATING BUDGET AND CAPITAL ACQUISITION PLANS FOR THE CITY OF LEON VALLEY FOR THE FISCAL YEAR 2018; APPROVING PROJECTS INCLUDED IN THE PLANS; APPROPRIATING FUNDS AND PROVIDING FOR PAYMENT

 

WHEREAS, in accordance with the Leon Valley Code of Ordinances, it is necessary to adopt a budget for the Fiscal Year 2018; and

 

WHEREAS, a Proposed Annual Budget for the period commencing October 1, 2017, and ending September 30, 2018 has been prepared by the City Manager and the City Council has considered the City Manager’s proposals; and

 

WHEREAS, after public notice, work sessions and hearings were held on the Proposed Budget and the City Council has considered the issue for several weeks; and

 

WHEREAS, on August 15, 2017, City Council considered the Proposed Budget; NOW, THEREFORE:

 

 

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LEON VALLEY, TEXAS, THAT:

 

SECTION 1. The Proposed Annual Budget and associated Capital Acquisition Plans for the City of Leon Valley, Texas, for the Fiscal Year 2018, as set out in Attachment I, is attached hereto and incorporated herein for all purposes, and the following sections of this Ordinance, is hereby approved and adopted for the fiscal year commencing October 1, 2017 and ending September 30, 2018.

 

SECTION 2. Appropriations. The sums set forth in Attachment A are hereby appropriated for the ensuing Fiscal Year 2018 for the different City Departments and purposes of the City.

 

SECTION 3. Personnel Positions.

 

A.              The number of City-funded personnel positions in all City-funded Departments shall not exceed the total number by indicated fund as set forth in Attachment A unless authorized by subsequent ordinance(s).

 

B.              Any Departments, Divisions, Sections, Offices, or Programs which have been funded in previous budgets but are not contained in the attached Fiscal Year 2018 Budget Document (Attachment A) are hereby abolished. Any personnel positions that have been authorized in previous budgets, but are not contained in Attachment A are hereby abolished.

 

SECTION 4. Texas Municipal Retirement System. Pursuant to Section 855.407(g) of the Texas Government Code (the TMRS Act), the City hereby elects to make future normal and prior service contributions to its account in the municipal accumulation fund of the Texas Municipal Retirement System at such combined rate of the total compensation paid by the City to employees who are members of the System, as the System's actuary shall annually determine as the rate necessary to fund within the amortization period determined as applicable to the City under the TMRS Act the costs of all benefits which are or may become chargeable to or are to be paid out of the City's account in said accumulation fund, regardless of other provisions of the TMRS Act limiting the combined rate of City contributions. This election shall be effective on October 1, 2017.

 

SECTION 5. Budget Document Filing. The City Manager shall cause the Fiscal Year 2018 Budget and a copy of this Ordinance to be filed with the City Secretary and the County Clerk of Bexar County, as required by Title 4, Chapter 102, Section 102.009(d) of the Tex.Loc.Gov’t. Code.

 

SECTION 6. Conflict Provisions. Any discrepancy between this Ordinance and Attachments A shall be resolved in favor of Attachments A.

 

SECTION 7. Effective Date. Except as otherwise specifically provided for herein, this Ordinance shall take effect on the 1st day of October, 2017.

A motion was made by Council Member David Jordan and seconded by Council Member Benny Martinez to adopt the ordinance approving the budgets and associated capital acquisition plans for the City of Leon Valley, Texas for Fiscal Year 2018.

Mayor Riley requested a call vote to which the City Council replied: Council Member Edwards - Absent; Council Member Alcocer - Absent; Council Member Martinez - Aye; Council Member Jordan - Aye; and Council Member Ealy - Aye. Upon a unanimous vote, Mayor Riley announced the motion carried.
