Discuss and Consider Possible Action on Authorizing the City Manager to Enter Into Negotiations and Execute an Engineering Contract with LNV

PURPOSE

 

Request for Qualifications (RFQ) were solicited from Engineering Firms for the City of Leon Valley. A total of 38 firms received bid notifications by the City of Leon Valley and 13 were received. Of the 13 received, the committee interviewed 5 firms. They are follows:

 

1. 6S

2. LNV

3. Bain, Medina & Bain

4. Slay Engineering

5. M & S Engineering

 

A selection committee was formed to review and score the proposals submitted and consisted of Crystal Caldera, Ashley Wayman, Megan McLeod, David Dimaline, Luis Valdez and Kelly Kuenstler.

 

Based on the scoring criteria included in the RFQ the top firm was LNV.

Social - All Public Works projects are required to be engineered per State law which assures all citizens of safe and properly constructed city infrastructure and facilities. 

 

Economic Development - Having an on staff Engineer or Engineering Firm assures that all commercial construction is properly platted and built.  Sound, quality construction could attract new businesses and encourage existing businesses to stay in Leon Valley.

 

Environmental - Having an on staff Engineer or Engineering Firm will allow the City to do more in the way of storm water drainage structures being environmentally friendly, i.e. green building. 


FISCAL IMPACT

Staff is hopeful that through the contracting with a single engineering firm that a schedule of fees can be determined

City Staff recommends the approval of this Action authorizing the City Manager to enter into a contract with LNV for engineering services.

City Manager Kelly Kuenstler presented this item saying that Request for Qualifications (RFQ) were solicited from Engineering Firms for the City of Leon Valley. A total of thirty-eight (38) firms received bid notifications by the City of Leon Valley and thirteen (13) were received. Of the thirteen (13) received, the committee interviewed five (5) firms. They are follows: 6S; LNV Inc.; Bain, Medina & Bain; Slay Engineering; and M & S Engineering.

A selection committee was formed to review and score the proposals submitted and consisted of Crystal Caldera, Ashley Wayman, Megan McLeod, David Dimaline, Luis Valdez and Kelly Kuenstler.

Based on the scoring criteria included in the RFQ the top firm was LNV, Inc. City Manager Kuenstler introduced Derek Naiser, PE, CFM and Byron Sanderfer, PE, CFM, LEED AP BD+Cof LNV, Inc.

City Manager Kuenstler stated that City Staff recommends the approval of this Action authorizing the City Manager to enter into a contract with LNV, Inc. for engineering services.

A motion was made by Council Member Monica Alcocer and seconded by Council Member David Edwards to authorize the City Manager to enter into negotiations and execute an engineering contract with LNV, Inc. and if unable to reach an agreement with LNV, Inc. to go to the next eligible firm.
