PURPOSE

 

The purpose is to submit an ordinance for council approval to provide initial funding to accept a grant to obtain funding for equipment to purchase 25 FOCUS Body Cameras, 3-Year New Technology Replacement Package, Onsite, and Back Office Setup at a cost of $36,920.00. This grant does not require any City matching funds, and the money will be returned to the Forfeiture Fund upon turning in receipts.

 

Social Equity - This proposal is in consistent with the City Council's goal of excellence in service to the community.

Economic Development - This proposal provides a measure of service to the public which is quantified through business retention and increased population.

Environmental Stewardship - Once purchase of the equipment is complete, the existing computers will be recycled or repurposed within the City of Leon Valley. 

 

FISCAL IMPACT

 

This budget adjustment grant will provide $36,920.00 to purchase 25 FOCUS Body Cameras, 3-Year New Technology Replacement Package, Onsite, and Back Office Setup. Once equipment is purchased, receipts will be submitted to the State and the monies will be returned to the L.V. Police Forfeiture Fund. The City has no matching fund requirements for this grant.

 

STRATEGIC GOALS

 

The overall goal of the Department is to provide the best possible service to our residents, visitors, and City staff. The upgrade of current equipment used by police officers will ensure all officers are properly equipped with body camera technology. This equipment represents the latest generation technology and will accommodate the Police Department for years.

The City Manager and Chief of Police Recommend the City Council Approve this Ordinance, Providing the Leon Valley Police Department with a Budget Adjustment from the Police Department Forfeiture Fund to Purchase Additional Resources to Serve the Citizens of our Community. The Money Will be Returned Upon Purchase of the Equipment.

AMENDING THE POLICE FORFEITURE FUND OF THE CITY OF LEON VALLEY, TEXAS MUNICIPAL BUDGET FOR FISCAL YEAR OF 2016-2017 IN THE AMOUNT OF $36,920.00 TO PROVIDE INITIAL BUDGET FUNDING TO ACCEPT THE OFFICE OF THE TEXAS GOVERNOR BODY CAMERA EXPANSION GRANT.

 

WHEREAS, the City of Leon Valley Police Department submitted a grant application to the Office of the Texas Governor for a Body Camera Expansion Grant; and 

 

WHEREAS, the Leon Valley Police Department was awarded a grant in the amount of $36,920.00; and

 

WHEREAS, the purchase of the equipment must be paid before the City may submit for reimbursement; and

 

WHEREAS, it is necessary to adjust the budget by $36,920.00 from the Leon Valley Police Department Forfeiture Fund to purchase the equipment as approved in the grant submission; and

 

WHEREAS, Texas Local Government Code Section 102.010 provides that a municipality is not prohibited from making changes to a budget for municipal purposes: and

 

WHEREAS, the Leon Valley City Council hereby finds and determines that the amendments adopted under this ordinance are for a municipal purpose; NOW THEREFORE,

 

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LEON VALLEY, TEXAS: 

 

Section 1.              The FY 2016-2017 Police Forfeiture Fund of the City of Leon Valley is hereby amended as provided for in Exhibit “A”, attached hereto and incorporated herein for all purposes.

 

Section 2.              The financial allocations in this Ordinance are subject to approval by the Director of Finance. The Director of Finance, may, subject to concurrence by the City Manager or the City Manager's designee, correct allocations to specific accounts as necessary to carry out the purpose of this Ordinance.

 

Section 3.              This ordinance is effective immediately upon passage by four (4) affirmative votes; otherwise it is effective on the tenth day after passage hereof.

A motion was made by Council Member Benny Martinez and seconded by Council Member Monica Alcocer to adopt the ordinance for a budget adjustment from the Leon Valley Police Department Forfeiture Fund in the amount of $36,920.00 to accept the reporting Technology Expansion Body Camera Grant from the Office of the Governor, Criminal Justice Division to Purchase New Body Cameras.
