PURPOSE

 

The purpose of this M & C is to consider awarding a bid in the amount of $128,897.25, and authorizing the City Manager to enter into a contract with EZ Bel Construction for the purpose of constructing a new traffic signal system at Huebner and Evers Roads, and to approve a reallocation of funds in the amount of $37,000.00 from the Public Works FY 2017 Capital budget.

 

The existing signal system is 31 years old and most of the components are obsolete. Additionally, two sets of signals are currently attached to the CPS electrical line, which is not allowed. The City entered into an agreement with the developer of the Department of Public Safety property to replace the existing signal system at Huebner and Evers Roads. The developer agreed to pay $100,000 towards this project.

 

The project was bid and the bids have now been opened and examined. Below are the bids:

Social Equity - Providing the citizens with safe and efficient motor vehicle passageways reduces congestion and provides additional safety measures, which adds to the overall quality of life.

 

Economic Development - Providing efficient means of travel and reducing potential dangers from traffic situations promotes the overall health, safety, and welfare image of City, which may attract businesses and new residents.

 

Environmental Stewardship - Providing for the efficient flow of traffic reduces the amount of vehicle emissions from excessive and unnecessary idling, which protects our environment by reducing the amount of harmful pollutants released into the air. The new signal system will utilize LED bulbs in the signal heads, which will greatly reduce the amount of energy used during operations.

 

FISCAL IMPACT

 

The estimated budget for this project was $125,000, with $100,000 for construction and the rest for engineering and construction management. The lowest responsive bid is $128,897.25. The Public Works department has $37,000 that was to be used to purchase a water tank; however, the dump truck that held the water tank has been taken out of service, due to a complete brake system failure. The truck is to be replaced next fiscal year with a dedicated water truck. The funds that were to be used for the tank may be used for the traffic signal system, with Council authorization.

WHEREAS, the Leon Valley City Council desires to accept the lowest responsive bid and award a contract in an amount not to exceed $128,897.25 to EZ Bel Construction; and authorize the reallocation of funds in the amount of $37,000.00 from the Public Works FY 2017 Capital Budget to the Huebner and Evers Roads Traffic Signal System Project; NOW, THEREFORE,

 

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LEON VALLEY, TEXAS, THAT: 

 

SECTION 1.              The lowest responsive bid of $128,897.25 from EZ Bel Construction for the purpose of constructing a new traffic signal system at Huebner and Evers Roads is hereby accepted.  All other bids will be considered rejected upon the execution of a contract by the successful bidder and the deposit of all required bonds and insurance certificates or the expiration of ninety (90) days from the effective date hereof, whichever occurs first.

 

SECTION 2.              The reallocation of $37,000.00 from the Public Works FY 2017 Capital Budget to the Huebner and Evers Roads Traffic Signal System Project is hereby authorized.

 

SECTION 3.              The financial allocations in this Ordinance are subject to approval by the Director of Finance.  The Director of Finance may, subject to concurrence by the City Manager or the City Manager’s designee, correct allocations as necessary to carry out the purpose of this Ordinance.

 

SECTION 4.              This Ordinance shall be effective immediately upon passage by four (4) or more affirmative votes; otherwise, it shall be effective on the tenth (10th) day after passage.

A motion was made by Council Member Monica Alcocer and seconded by Council Member David Jordan to accept the lowest responsive bid and award a contract in an amount not to exceed $128,897.25 to EZ Bel Construction for the purpose of constructing a new traffic signal system at Huebner and Evers Roads; and authorizing the reallocation of funds in the amount of $37,000.00 from the Public Works Fiscal Year 2017 Capital Budget to the Huebner and Evers Roads Traffic Signal System Project.
