PURPOSE

 

To consider approving an Ordinance authorizing a budget adjustment in the amount of $21,000 to augment funds for the construction of a Low Impact Design Parking Lot across from City Hall.

 

In May of 2016, the City Council approve acceptance of a rebate in the amount of $50,000 from the San Antonio River Authority, to partially fund the construction of a Low Impact Development parking lot across from City Hall. At that time, the estimated cost for the construction portion of the project was $64,000.

 

The engineering and design were completed and the bids were advertised and received. The lowest responsive bid was in the amount of $85,000, leaving the budget with a deficit. The budget adjustment is necessary to fund the remaining portion of the costs for construction.

Social - LID designs provide filtration for stormwater entering creeks & rivers, which helps to protect water supply for all citizens

 

Economic - This project may enhance the City’s image as a progressive, forward, and environmentally conscious community, which might entice new residents and businesses. It will also save the City money by not having to pay entire amount for eventual parking lot renewal.

 

Environmental - Supports Best Management Practices (BMP) for MS4 Stormwater Permit, by sound management of stormwater runoff, and assists with removal of pollutants from our water sources.

Funding for the budget adjustment will come from the Stormwater Fund balance.  It is estimated that the Stormwater Fund will have a fund balance of $375,000 at the end of fiscal year 2017.

AMENDING GENERAL FUND OF THE CITY OF LEON VALLEY, TEXAS MUNICIPAL BUDGET FOR FISCAL YEAR OF 2016-2017 IN THE AMOUNT OF $21,000 TO PROVIDE FUNDING FOR A LOW IMPACT DESIGN PARKING LOT AT CITY HALL.

 

WHEREAS, it is the overall goal of the City of Leon Valley to promote environmental sustainability; and 

 

WHEREAS, in order to further these goals, the City of Leon Valley is planning to reconstruct the overflow parking lot across City Hall to incorporate Low Impact Design techniques, with a permeable paved surface; and

 

WHEREAS, the bids received for the project were higher than the estimated costs for this construction; and

 

WHEREAS, it is necessary to adjust the budget by $21,000 to fund the project; and

 

WHEREAS, Texas Local Government Code Section 102.010 provides that a municipality is not prohibited from making changes to a budget for municipal purposes: and

 

WHEREAS, the Leon Valley City Council hereby finds and determines that the amendments adopted under this ordinance are for a municipal purpose; NOW THEREFORE,

 

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LEON VALLEY, TEXAS: 

 

Section 1.              The FY 2016-2017 General Fund of the City of Leon Valley is hereby amended as provided for in Exhibit “A”, attached hereto and incorporated herein for all purposes.

 

Section 2.              The financial allocations in this Ordinance are subject to approval by the Director of Finance. The Director of Finance, may, subject to concurrence by the City Manager or the City Manager's designee, correct allocations to specific accounts as necessary to carry out the purpose of this Ordinance.

 

Section 3.              This ordinance is effective immediately upon passage by four (4) affirmative votes; otherwise it is effective on the tenth day after passage hereof.

Public Works Director Moritz presented this item seeking City Council consideration approving an Ordinance authorizing a budget adjustment in the amount of $21,000 to augment funds for the construction of a Low Impact Design Parking Lot across from City Hall. Public Works Director Moritz concluded with the staff recommendation to approve the ordinance authorizing a budget adjustment in the amount of $21,000 to augment funds for the construction of a LID parking lot across from City Hall.

A motion was made by Council Member Benny Martinez and seconded by Council Member Belinda Ealy to use the Stormwater Funds for this project as discussed.
