PURPOSE

 

To consider accepting a bid and authorizing the City Manager to enter into a contract with Gilbert Utilities & Concrete for the construction of a Low Impact Development parking lot at City Hall.

 

Last May, the City was awarded a rebate from the San Antonio River Authority in the amount of $50,000, to construct a LID parking lot across from City Hall. The project was engineered and designed, and construction bids were advertised and received. The bids received are as follows:

The lowest responsive bidder was Gilbert Utilities & Concrete.  Once the contract is signed, a Notice to Proceed will be given to the contractor and the parking lot will be constructed.

Social - LID designs provide filtration for stormwater entering creeks & rivers, which helps to protect water supply for all citizens

Economic - This project may enhance the City’s image as a progressive, forward, and environmentally conscious community, which might entice new residents and businesses. It will also save the City money by not having to pay entire amount for eventual parking lot renewal.

 

Environmental - Supports Best Management Practices (BMP) for MS4 Stormwater Permit, by sound management of stormwater runoff, and assists with removal of pollutants from our water sources.

ACCEPTING THE LOWEST RESPONSIVE BID AND AWARDING A CONSTRUCTION CONTRACT IN AN AMOUNT NOT TO EXCEED $85,000 TO GILBERT UTILITIES & CONCRETE FOR THE CONSTRUCTION OF A LOW IMPACT DEVELOPMENT PARKING LOT AT CITY HALL.

 

WHEREAS, in May 2016, the City was awarded a rebate from the San Antonio River Authority in the amount of $50,000, to construct a low impact development parking lot across from City Hall; and

 

WHEREAS, the project was engineered and designed, and construction bids were advertised and received; and

 

WHEREAS, this Ordinance accepts the lowest responsive bid submitted by Gilbert Utilities & Concrete in an amount not to exceed $85,000.00 for the construction of a low impact development parking lot at City Hall; and

 

WHEREAS, the Leon Valley City Council desires to accept the lowest responsive bid and award a contract in an amount not to exceed $85,000.00 to Gilbert Utilities & Concrete; NOW, THEREFORE,

 

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LEON VALLEY, TEXAS, THAT: 

 

SECTION 1.              The lowest responsive bid of Gilbert Utilities & Concrete in an amount not to exceed $85,000.00 for the construction of a low impact development parking lot at City Hall is hereby accepted.  All other bids will be considered rejected upon the execution of a contract by the successful bidder and the deposit of all required bonds and insurance certificates or the expiration of ninety (90) days from the effective date hereof, whichever occurs first.

 

SECTION 2.              The financial allocations in this Ordinance are subject to approval by the Director of Finance.  The Director of Finance may, subject to concurrence by the City Manager or the City Manager’s designee, correct allocations as necessary to carry out the purpose of this Ordinance.

 

SECTION 3.              This Ordinance shall be effective immediately upon passage by four (4) or more affirmative votes; otherwise, it shall be effective on the tenth (10th) day after passage.

Public Works Director Melinda Moritz presented this item for City Council consideration and acceptance of a bid and authorizing the City Manager to enter into a contract with Gilbert Utilities & Concrete for the construction of a Low Impact Development parking lot at City Hall. Last May, the City was awarded a rebate from the San Antonio River Authority in the amount of $50,000, to construct a LID parking lot across from City Hall. The project was engineered and designed, and construction bids were advertised and received. The lowest responsive bidder was Gilbert Utilities & Concrete. Once the contract is signed, a Notice to Proceed will be given to the contractor and the parking lot will be constructed.

Public Works Director Moritz reported that staff recommends the acceptance of the bid and to authorize the City Manager to enter into a contract with Gilbert Utilities & Concrete to construct a LID parking lot at City Hall.

A motion was made by Council Member Belinda Ealy and seconded by Council Member Benny Martinez to adopt the ordinance as presented.
