PURPOSE

 

This agenda item is only for administrative purposes to reallocate funds for salary market adjustments. During the FY 2017 budget process, the Leon Valley City Council approved a line item of $130,000 in the General Fund Manager and Council budget for salary market adjustments. Since personnel costs are allocated between funds for different positions, it requires a budget adjustment from the General Fund to the Water and Sewer Fund.

 

The following budget adjustments are requested:

Water and Sewer Fund                                                        +25,053

Social - Salary market adjustments allows the City to remain competitive with the market and helps retain personnel.

 

Economic -N/A.

FISCAL IMPACT

 

Funding for the market salary adjustments are coming from funds that are budgeted in the FY 2017 budget. This will merely reallocate the funds in the General Fund for the market salary adjustments to the Water and Sewer Fund based on the allocations of personnel.

APPROVING A BUDGET ADJUSTMENT TO REALLOCATE FUNDS APPROVED BY COUNCIL FOR SALARY MARKET ADJUSTMENTS FROM THE GENERAL FUND TO THE WATER AND SEWER FUNDS IN THE AMOUNT OF $25,053.

 

WHEREAS, during the FY 2017 budget process, the Leon Valley City Council approved a line item of $130,000 in the General Fund Manager and Council budget for salary market adjustments; and

 

WHEREAS, personnel costs are allocated between funds for different positions; and

 

WHEREAS, it is necessary to reallocate funds in the General Fund for the market salary adjustments to the Water and Sewer Fund based on the allocations of personnel; and

 

WHEREAS, on August 16, 2016 the City Council of the City of Leon Valley adopted the 2016-2017 fiscal year budget; and

 

WHEREAS, the Texas Local Government Code Section 102.010 provides that a municipality is not prohibited from making changes to a budget for municipal purposes; and

 

WHEREAS, the Leon Valley City Council hereby finds and determines, that the amendments adopted under this ordinance are for a municipal purpose; and

 

WHEREAS, the City Council of the City of Leon Valley now desires to approve a budget adjustment to reallocate funds previously approved by City Council for salary market adjustments from the General Fund to the Water and Sewer Funds in the amount of $25,053.00; NOW, THEREFORE,

 

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LEON VALLEY, TEXAS, THAT: 

 

SECTION 1.              A budget adjustment to reallocate funds previously approved by City Council for salary market adjustments from the General Fund to the Water and Sewer Funds in the amount of $25,053.00 is hereby approved, as provided for in Exhibit “A”, which is attached hereto and incorporated herein for all purposes.

 

SECTION 2.              The financial allocations in this Ordinance are subject to approval by the Director of Finance. The Director of Finance, may, subject to concurrence by the City Manager or the City Manager's designee, correct allocations to specific accounts as necessary to carry out the purpose of this Ordinance.

 

SECTION 3.              This Ordinance is effective immediately upon passage by four (4) affirmative votes; otherwise it is effective on the tenth day after passage hereof.
