PURPOSE

 

To consider, discuss, and possibly approve two amendments to Chapter 12 Traffic and Vehicles to remove Bluebird Lane and Stebbins Drive from the section that designates Bluebird Lane as a throughway and then add both streets to the section that designates both streets as "stop" streets in the Monte Robles Park neighborhood.

 

Citizens in the Monte Robles Park neighborhood (behind John Marshall High School) have been concerned about traffic cutting through from Eckhert to Huebner Road for quite some time. In addition, numerous vehicles speed through the area on Bluebird at Stebbins. One of the residents has asked if we could make that intersection an all-way stop. Currently, the stop is on Stebbins and Bluebird is a through way. The amendment to the ordinance would allow this to be a three-way stop.

 

The City Engineer was consulted and after review, he agreed with the request, finding this to be a good solution for traffic calming in this area. In addition to this measure, the City has installed stop bar marking on the pavement at all stop intersections in that neighborhood and replaced all damaged signs.

Social Equity - Providing the citizens with additional traffic safety measures adds to the overall quality of life.

Economic Development - Reducing perceived and potential dangers from traffic situations promotes overall health, safety, and welfare image of City, which may attract businesses and new residents.

Environmental Stewardship - Providing traffic calming measures in Monte Robles Park may encourage cut through traffic to instead use Eckhert and Bandera, which may reduce the number of vehicles entering and exiting this neighborhood, thereby improving the air quality of the residents.

FISCAL IMPACT

 

Stop signs for Stebbins and Bluebird will cost about $75 each, for a total of $150, which can be funded through existing Public Works funds.

Whereas the City of Leon Valley recognizes that traffic calming measures can reduce incidents of speeding and accidents; and

 

Whereas the Monte Robles Park neighborhood lies directly adjacent to John Marshall High Scholl, which enrolls a large number of youths with driver’s licenses; and

 

Whereas the streets in the Monte Robles Park neighborhood have become a popular pass through from Eckhert Road to Huebner Road; and

 

Whereas the citizens of the Monte Robles Park neighborhood have requested that traffic calming measures be taken to reduce the volume and speed of vehicles entering and exiting the area; NOW THEREFORE

 

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LEON VALLEY, TEXAS, THAT:

 

Section 1. Article 12.02 Operation of Vehicles, Division 4 Stop Intersections, Sec. 12.02.112 Through Streets and Stop Sign Streets Designated is hereby amended to remove Bluebird Lane and Stebbins Drive; and

 

Section 2. Article 12.02 Operation of Vehicles, Division 4 Stop Intersections, Section 12.02.113 Three and Four Way Stops, (a) (1) is hereby amended to add “Stebbins Drive and Bluebird Lane”.

 

Section 3. All ordinances or parts of ordinances in conflict with this ordinance are hereby repealed to the extent of the conflict.  All provisions, sections and sub-sections set forth in Article 12 Traffic and Vehicles not revised or amended herein shall remain in effect.

 

Section 4. This ordinance is effective immediately upon passage by four (4) affirmative votes; otherwise it is effective on the tenth day after passage hereof.

A motion was made by Council Member Monica Alcocer and seconded by Council Member Belinda Ealy to approve the ordinance amending Leon Valley City Code Chapter 12 Traffic and Vehicles, Article 12.02 Operation of Vehicles, Division 4 Stop Intersections, Sec. 12.02.112 Through Streets and Stop Sign Streets Designated, to remove Bluebird Lane and Stebbins Drive; and Section 12.02.113 Three and Four Way Stops, (a), (1) to Add “Stebbins Drive and Bluebird Lane”.
