PURPOSE

 

The Police Department is seeking Council approval for a budget adjustment and related ordinance in the amount of $2,500 from the General Fund Economic Development Department to provide funding for the first annual Leon Valley Police Department Junior Law Enforcement Competition scheduled for June 3, 2017.

 

SEE LEON VALLEY

 

Social Equity - This will provide initial funding to put on the first competition in Leon Valley. This competition provides a positive impact on the student competitors and the City of Leon Valley, and brings the officers of Leon Valley together with the students in our area.

 

Economic Development - This will have an immediate positive impact on Leon Valley businesses, and will create a long term benefit for our entire community.

 

Environmental Stewardship - The students at this event will be provided information on recycling and keeping their community green.

 

FISCAL IMPACT

 

Funding for the budget adjustment will come from Economic Development sales tax revenue.

 

STRATEGIC GOALS

The approval of this budget adjustment supports Leon Valley Strategic Goal 1 - Economic Development as it brings monies and exposure to our community and businesses. It supports Strategic Goal 5 - Environmental Sustainability as we will provide displays on recycling and on taking care of the environment. It supports Strategic Goal 6 - Citizen Involvement as many of the roll players and support staff will come from within the Leon Valley community. The last Strategic Goal it supports is Goal 7 - Parks, Recreational Green Space and Cultural Opportunities as much of the competition will be held within Raymond Rimkus Park.

City Manager Kelly Kuenstler and Chief of Police Joseph Salvaggio recommend that Council approve the budget adjustment in the amount of $2,500 to fund the first annual Leon Valley Police Department Junior Law Enforcement Competition.

AMENDING GENERAL FUND OF THE CITY OF LEON VALLEY, TEXAS MUNICIPAL BUDGET FOR FISCAL YEAR OF 2016-2017 IN THE AMOUNT OF $2,500 TO PROVIDE FUNDING FOR THE FIRST ANNUAL LEON VALLEY POLICE DEPARTMENT JUNIOR LAW ENFORCEMENT COMPETITION.

 

WHEREAS, it is the overall goal of the City of Leon Valley to promote economic development, environmental sustainability and citizen involvement; and 

 

WHEREAS, in order to further these goals, the City of Leon Valley is planning its first Annual Leon Valley Police Department Junior Law Enforcement Competition scheduled for June 3, 2017; and

 

WHEREAS, staff had determined that $2,500 will provide initial funding to put on the first competition in Leon Valley; and

 

WHEREAS, it is necessary to adjust the budget by $2,500 to fund the competition; and

 

WHEREAS, Texas Local Government Code Section 102.010 provides that a municipality is not prohibited from making changes to a budget for municipal purposes: and

 

WHEREAS, the Leon Valley City Council hereby finds and determines that the amendments adopted under this ordinance are for a municipal purpose;

 

NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LEON VALLEY, TEXAS: 

 

Section 1.              The FY 2016-2017 General Fund of the City of Leon Valley is hereby amended as provided for in Exhibit “A”, attached hereto and incorporated herein for all purposes.

 

Section 2.              The financial allocations in this Ordinance are subject to approval by the Director of Finance. The Director of Finance, may, subject to concurrence by the City Manager or the City Manager's designee, correct allocations to specific accounts as necessary to carry out the purpose of this Ordinance.

 

Section 3.              This ordinance is effective immediately upon passage by four (4) affirmative votes; otherwise it is effective on the tenth day after passage hereof.

Police Chief Salvaggio presented this item seeking City Council approval for a budget adjustment and related ordinance in the amount of $2,500 from the General Fund Economic Development Department to provide funding for the first annual Leon Valley Police Department Junior Law Enforcement Competition scheduled for June 3, 2017.

Funding for the budget adjustment will come from Economic Development sales tax revenue.

Council Member Monica Alcocer stated that she would like the Chief to consider taking the funds from the Forfeiture Funds instead of economic development.

Council Member Benny Martinez asked if this item should be vetted through the Economic and Community Development Advisory Committee. City Manager Kuenstler said that committee had not been established yet and finally Mayor Riley stated that the City Council is the board that is vetting this item.

Chief Salvaggio said this should be a one-time request and that all future events would be covered due to this being a self-sustaining program.

· Olen Yarnell, 7230 Sulky asked if the City would be reaching out to begin promoting this program.

A motion was made by Council Member David Jordan and seconded by Council Member Belinda Ealy to approve the budget adjustment and related ordinance in the amount of $2,500 from the General Fund Economic Development Department to provide funding for the first annual Leon Valley Police Department Junior Law Enforcement Competition.

Discussion
