PURPOSE

 

During the April 4, 2017, City Council Meeting, Councilor Martinez and Councilor Jordan requested that this item be brought forward for the Council to consider the creation of an advisory committee for economic development projects as 81% of citizens favored the oversight committee during the January, 2017 Town Hall Meeting.  

 

The advisory committee would be used to vet projects proposed by staff prior to the specific economic development project being placed on the City Council Agenda. This committee would be able to give the Leon Valley City Council further input and advice on proposed economic development projects. The committee would meet on an as needed basis and could be called by the staff liaison who is currently the Economic Development Director or the City Manager. Furthermore, the committee could meet on an annual basis to provide oversight on the expenditures allocated to the economic development portion of the 1/8% sales & use tax which is now being directed to the general fund to ensure that staff is utilizing funds in the intended manner.

Social Equity - It is equitable to utilize the funds as requested by the taxpayer and to have a vetting process to ensure funds are used pursuant to the intent of the ballot language and affirmative vote of the Leon Valley citizens in November of 2016. 

 

Economic Development - One half of the funds can be used towards economic development projects of the 1/8% sales & use tax which is now being directed to the general fund.

STRATEGIC GOALS

 

Economic Development - The creation of this committee is in line with the city's goals of further economic development and this should assist in the assurance of responsible economic development where taxpayer dollars spent are vetted and then approved by the Council.

Staff recommends:

1.  The creation of an Economic Development Advisory Committee to vet economic development projects on an as needed basis. 

 

2.  That the Economic Development Advisory Committee provide annual oversight of the expenditures allocated to the economic development portion of the 1/8% sales & use tax which is now being directed to the general fund.

 

3.  That the committee consist of 7 members and that the existing Leon Valley Economic Development Corporation Members be given first choice to sit on the Advisory Committee. If they choose not to do so, the City will take applications from other interested citizens.

A RESOLUTION OF THE LEON VALLEY CITY COUNCIL APPROVING THE CREATION OF AN ECONOMIC AND COMMUNITY DEVELOPMENT ADVISORY COMMITTEE.

 

WHEREAS, during a Town Hall Meeting in January of 2017, 81% of citizens favored the creation of an economic development advisory committee; and

 

WHEREAS, the advisory committee would be used to vet projects proposed by staff prior to the specific economic and community development project being placed on the City Council Agenda; and

 

WHEREAS, this committee would be able to give the Leon Valley City Council further input and advice on proposed economic and community development projects; and

 

WHEREAS, the committee would meet on an as needed basis and could be called by the staff liaison who is currently the Economic Development Director or the City Manager; and

 

WHEREAS, the committee would also meet on an annual basis to provide oversight on the expenditures allocated to the applicable portion of the 1/8% sales & use tax which is now being directed to the general fund to ensure that staff is utilizing funds in the intended manner; and

 

WHEREAS, it is now the desire of the City of Leon Valley Council to create an economic development advisory committee which would consist of seven (7) members excluding City Council members and allowing the former members of the Leon Valley Economic Development Corporation be given first option to apply but excluding the two sitting City Council members;

 

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LEON VALLEY, TEXAS, THAT:

 

SECTION 1.              The Leon Valley Economic and Community Development Advisory Committee is hereby created.

 

SECTION 2.              This Resolution shall become effective immediately upon passage by four (4) or more affirmative votes of the entire City Council; otherwise, said effective date shall be ten (10) days from the date of passage.

City Manager Kelly Kuenstler presented this item at the request of Council Member Benny Martinez and Council Member David Jordan that this item be brought forward for the Council to consider the creation of an advisory committee for economic development projects as 81% of citizens favored the oversight committee during the January, 2017 Town Hall Meeting.

City Manager Kuenstler said the advisory committee would be used to vet projects proposed by staff prior to the specific economic development project being placed on the City Council Agenda. City Manager Kuenstler concluded the presentation with the following staff recommendation being that City Council approve the creation of an Economic Development Advisory Committee to vet economic development projects on an as needed basis; that the Economic Development Advisory Committee provide annual oversight of the expenditures allocated to the economic development portion of the 1/8% sales & use tax which is now being directed to the general fund; and that the committee consist of 7 members and that the existing Leon Valley Economic Development Corporation Members be given first choice to sit on the Advisory Committee. If they choose not to do so, the City will take applications from other interested citizens.

City Council Member Monica Alcocer said it would be more practical to combine Community Development and Economic Development but said she wasn’t sure if that could be done with the way the item is captioned this evening. There was a consensus among the members of City Council to combine the two.

· Olen Yarnell, 7230 Sulky Lane asked what the process would be in getting information to City Council; and what involvement the City staff would have.

A motion was made by Council Member David Jordan and seconded by Council Member Benny Martinez to approve the resolution creating an Economic and Community Development Advisory Committee with the authority to make recommendation and vet economic and community development projects on an as needed basis. Also that the committee consists of seven (7) members and that the former Leon Valley Economic Development Corporation be given first option but excluding the two sitting City Council members.
