PURPOSE

 

The purpose of this Communication is to request an amendment to Resolution No. 15-016R to request that the MPO amend their TIP program to move the Huebner Creek Greenway Hike and Bike Trail project funding from their FY 2017 schedule to their FY 2019 schedule.

 

In May of 2015, the proposed Hike and Bike Trail alignment was revised to route the trail from the end of Shadow Mist Drive to the Bandera Road bridge, through Huebner Creek. A Resolution was passed asking that the funding for the project also be moved to the FY 2017 TIP program schedule. It was expected at that time that the Bexar County Flood Control LC-17 project would be completed by the FY 2017 time frame. The City passed Resolution No. 15-016R and the MPO moved the funding for the project to their FY 2017 TIP program year.

 

The County did not start their project until February of 2017 and they expect construction to last approximately 18 months, which would move the Hike and Bike Trail project construction to FY 2019, as the property will not be transferred to the City until such time as the LC-17 project is completed. The City must formally request a funds transfer to the MPO's FY 2019 TIP program by a Resolution.

Social Equity - The trail will provide additional outdoor recreation opportunities for all citizens.

 

Economic Development - Maintaining attractive recreational resources provides additional incentive for citizens and businesses to relocate or stay in Leon Valley.

 

Environmental Stewardship - A Hike & Bike Trail is a prudent use of natural resources and assures the highest and best use of our floodplain/way properties.

Approve a Resolution and authorize Staff to request that the MPO amend their TIP program to move the Huebner Creek Greenway Hike and Bike Trail project funding from their FY 2017 schedule to their FY 2019 TIP schedule.

A RESOLUTION AMENDING RESOLUTION NO. 15-016R TO MOVE THE LEON VALLEY HUEBNER CREEK GREENWAY HIKE AND BIKE TRAIL PROJECT FUNDING FROM THE ALAMO AREA METROPOLITAN PLANNING ORGANIZATION’S FISCAL YEAR 2017 TRANSPORTATION IMPROVEMENT PROGRAM (TIP) TO THE FISCAL YEAR 2019 TIP.

 

WHEREAS the City of Leon Valley formally submitted the Huebner Creek Greenway Hike and Bike Trail project through the Alamo Area Metropolitan Planning Organization’s (MPO) Call for Surface Transportation Program - Metropolitan Mobility (STP-MM) Projects in December of 2011 and the project was approved for STP-MM funding by the MPO’s Transportation Policy Board in April of 2012; and

 

WHEREAS, Bexar County Flood Control was scheduled to complete a drainage project in 2015 along Huebner Creek (LC-17) that would convey greenway and parkland to the City of Leon Valley that is integral to this project, but was delayed; and

 

WHEREAS, the City of Leon Valley City Council passed and approved Resolution No.15-016R on the 2nd day of June, 2015 requesting that the Trail project and funding be moved from the Fiscal 2015 Transportation Improvement Program (TIP) year to the 2017 Transportation Improvement Program (TIP) year, but the construction of the LC-17 drainage project was once again delayed; and

 

WHEREAS, it is now necessary to amend Resolution No. 15-016R  to move the Fiscal 2017 Transportation Improvement Program (TIP) year to the 2019 Transportation Improvement Program (TIP) year; and

 

WHEREAS, the City of Leon Valley City desires to amend Resolution No. 15-016R  to move the Fiscal 2017 Transportation Improvement Program (TIP) year to the 2019 Transportation Improvement Program (TIP) year;

 

NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LEON VALLEY, TEXAS, THAT:

 

SECTION 1.              Resolution No. 15-016R, passed and approved June 2, 2015, is hereby amended to request the region’s Transportation Improvement Program to move the Huebner Creek Greenway Hike and Bike Trail project and funding from Fiscal Year 2017 to Fiscal Year 2019 to align with the completion of Bexar County Flood Control’s LC-17 drainage project.

 

SECTION 2.              This Resolution is effective immediately upon passage by four (4) affirmative votes; otherwise it is effective on the tenth day after passage hereof.
