PURPOSE

 

The City solicited bids from qualified companies to manage and operate the Leon Valley Community Pool and the Forest Oaks Pool.  The contract will provide for management of both pools from Memorial Day to Labor Day, Tuesdays through Sundays, from 12:00 noon to 8:00 pm The pools would be closed on Mondays, unless it is a holiday (Memorial Day, Father’s Day, Fourth of July, and Labor Day).

 

The services will include the hiring, training, and supervising of lifeguard staff, providing life guard audits and in-service training, providing swim lessons and swim coaches, managing all administrative aspects of those programs, supply chemicals, balancing water chemistry, backwashing and cleaning filters, and pool maintenance. Management Staff will consist of Certified Pool Operators and Instructors. Management will also provide services for the collection of membership, pool party, and other fees, and monitor membership. The company will provide winter pool chemical maintenance.

 

The bids received on December 20, 2017 were rejected, and a second bid package was re-advertised to more specifically state required service, and to revise the operating hours. 

 

Sela Aquatics submitted the lowest qualified bid of $91,000.  Sela Aquatics, LLC is headquartered in Baton Rouge, Louisiana.  The bid tabulation is as follows:

American Pool and United Pools submitted bid packages with incomplete paperwork.

 

An inspection of the general condition and performance of the Forest Oaks Pool was provided by Clear Blue Water Pool Repair and Service, LLC.  The report listed 17 items that should be addressed prior to the pool opening this year, at a total estimated cost of $18,102.32.

FISCAL IMPACT

 

The Public Works General Fund budget includes $49,302 for contractual expenses for the current Fiscal Year for the Leon Valley Community Pool.  With the addition of the Forest Oaks pool, a budget adjustment of $59,801.00 is requested to cover costs of the management contract and repairs.

AN ORDINANCE ACCEPTING THE LOWEST RESPONSIVE BID AND AWARDING A CONTRACT IN AN AMOUNT NOT TO EXCEED $91,000 TO SELA AQUATICS FOR THE MANAGEMENT AND OPERATION OF THE CITY OF LEON VALLEY COMMUNITY POOL AND FOREST OAKS POOL; AND APPROVING A REQUEST FOR A BUDGET ADJUSTMENT IN THE AMOUNT OF $59,801.00 FOR MANAGEMENT COSTS AND NECESSARY REPAIRS TO THE FOREST OAKS POOL.

 

WHEREAS, the City recently acquired the Forest Oaks Swimming Pool facility and now operates two swimming pool facilities; and

 

WHEREAS, it is necessary for the swimming pool facilities to receive professional management in order to ensure the safety, health, and welfare of the public while using the swimming pool facilities; and

 

WHEREAS, this Ordinance accepts the lowest responsive bid submitted by Sela Aquatics in an amount not to exceed $91,000.00 for the management and operation of the City of Leon Valley Community Pool and the Forest Oaks Pool; and

 

WHEREAS, upon inspection it was determined that the Forest Oaks Pool was in need of repairs in the amount of $18,102.32 prior the use of the public; and

 

WHEREAS, on September 20, 2016 the City Council of the City of Leon Valley adopted the 2016-2017 fiscal year budget: and

 

WHEREAS, in order to make the repairs to Forest Oaks Pool and provide for the management of both pools, it is necessary to adjust the Public Works General Fund budget in the amount of $59,801.00.

 

WHEREAS, Texas Local Government Code Section 102.010 provides that a municipality is not prohibited from making changes to a budget for municipal purposes: and

 

WHEREAS, the Leon Valley City Council hereby finds and determines that the adjustment adopted under this Ordinance is for a municipal purpose; and

 

WHEREAS, the Leon Valley City Council desires to accept the lowest responsive bid and award a contract in an amount not to exceed $91,000.00 to Sela Aquatics and approve the budget adjustment in the amount of $59,801.00; NOW, THEREFORE,

 

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LEON VALLEY, TEXAS, THAT: 

 

SECTION 1.              The lowest responsive bid of Sela Aquatics in an amount not to exceed $91,000.00 for the management and operation of the City of Leon Valley Community Pool and Forest Oaks Pool is hereby accepted.  All other bids will be considered rejected upon the execution of a contract by the successful bidder and the deposit of all required bonds and insurance certificates or the expiration of ninety (90) days from the effective date hereof, whichever occurs first.

 

SECTION 2.              A budget adjustment in the Public Works General Fund budget in the amount of $59,801.00 for management costs for both pools, and necessary repairs to the Forest Oaks Pool is hereby approved as provided for in Exhibit “A”, attached hereto and incorporated herein for all purposes.

 

SECTION 3.              The financial allocations in this Ordinance are subject to approval by the Director of Finance.  The Director of Finance may, subject to concurrence by the City Manager or the City Manager’s designee, correct allocations as necessary to carry out the purpose of this Ordinance.

 

SECTION 4.              This Ordinance shall be effective immediately upon passage by four (4) or more affirmative votes; otherwise, it shall be effective on the tenth (10th) day after passage.

Assistant Public Works Director David Dimaline presented the item with the recommendation that the City Council accept the low bid from Sela Aquatics in the amount of $91,000, authorize the City Manager to enter into a contract with Sela Aquatics, LLC, in the amount of $91,000, and to approve a budget adjustment in the amount of $59,801.00, to cover management costs and necessary repairs to the Forest Oaks Pool.

Council Member Benny Martinez cautioned staff to take a good look at the pumps before replacing them; and questioned why the Helotes company wasn't considered.

Council Member David Jordan asked about Public Works staff making some of the repairs.

Sela Aquatics staff was present for questions.

· Larry Proffitt, 6307 Rue Sophie, said he was impressed with the Sela Aquatics team.

A motion was made by Council Member Monica Alcocer and seconded by Council Member David Edwards, to accept the lowest responsive bid from Sela Aquatics in the amount of $91,000, authorize the City Manager to enter into a contract with Sela Aquatics, LLC, in the amount of $91,000, and to approve a budget adjustment in the amount of $59,801.00, to cover management costs and necessary repairs to the Forest Oaks Pool as presented.
