Item Discussion

PURPOSE

 

The purpose of this item is to review, consider and conduct a public hearing regarding a request by David A. Galvan, P.E., engineer and agent for Milmo Group, to replat approximately 17.03 acres of land being Lot 66 and Lot 67, Block 3, CB 5784, Milmo Subdivision and a portion of Lot 46, CB 5784, Lutheran Church of the Resurrection Subdivision and establishing new Lots 68 and Lot 69, Block 3, CB 5784B, the Valencia Lofts Subdivision.

 

The replat request is in substantial conformance to Chapter 10, Subdivisions. There are no outstanding items. Additionally, Preliminary and Final Acceptance of Public Improvements will be required for water, sewer and sidewalks at the completion of the improvements. You may also note that parkland dedication is not required. The Developer paid $45,000 in 2007 for fees in lieu of parkland dedication.

 

This is the 2nd and Final Phase of a multi-family housing project that began in 2007. Per the requirements of the Local Government Code, Chapter 212, a public hearing is being held and eleven (11) notices were sent to property owners within 200-feet. As of March 8, 2017 no letters were received in favor, opposition or returned undelivered.

Social Equity - Supports collaborative participation between the City and a residential property developer, Milmo Group.

 

Economic Development - This project is valued at $9.5 million and supports more residents which create retail shopping opportunities to businesses in the City. The property taxes also support the Leon Valley economy.

 

Environmental Stewardship - The project will have amenities for residents and will bring drought tolerant flower plantings and trees to the site.

 

FISCAL IMPACT

 

There is no fiscal impact to the City. The project itself is valued at over $9.5 million.

 

STRATEGIC GOALS

 

The request indirectly supports Strategic Goal 1 “Economic Development” which encourages promoting the City and creates positive branding for the City. New high end development spurs more interest in the City and creates other development opportunities.

AN ORDINANCE OF THE CITY OF LEON VALLEY CITY COUNCIL APPROVING A SUBDIVISION REPLAT BEING APPROXIMATELY 17.03 ACRES OF LAND, ESTABLISHING NEW LOT 68 AND LOT 69, BLOCK 3, CB 5784B, VALENCIA LOFTS SUBDIVISION, IN THE CITY OF LEON VALLEY.

 

WHEREAS, the City of Leon Valley received a request by David A. Galvan, P.E., engineer and agent for Milmo Group, to replat approximately 17.03 acres of land being Lot 66 and Lot 67, Block 3, CB 5784, Milmo Subdivision and a portion of Lot 46, CB 5784, Lutheran Church of the Resurrection Subdivision and establishing new Lots 68 and Lot 69, Block 3, CB 5784B for the Valencia Lofts Subdivision; and

 

WHEREAS, the final replat conforms to Chapter 10, "Subdivisions," of the Leon Valley Code of Ordinances; and

 

WHEREAS, this is the 2nd and Final Phase of a multi-family housing project that began in 2007; and

 

WHEREAS, notice was provided pursuant to Chapter 212 of the Texas Local Government Code and a public hearing was held on March 21, 2017 regarding this subdivision replat, at which time parties in interest and citizens were given an opportunity to be heard; and

 

WHEREAS, it is now the desire of the City Council of the City of Leon Valley to approve a subdivision replat for the 2nd and Final Phase of the Valencia Lofts Subdivision Project.

 

NOW THEREFORE; BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LEON VALLEY, TEXAS, THAT:

 

Section 1.  A subdivision replat has been found to be in substantial conformance and is approved as approximately 17.03 acres of land, being new Lot 68 and Lot 69, Block 3, CB 5784B, the VALENCIA LOFTS SUBDIVISION.

 

Section 2.  The City staff is hereby authorized to file said replat when all conditions imposed by City Council as reflected in Replat File No. 2016-003 have been complied with in full.

 

Section 3.  A description of the property is attached hereto and incorporated herein as Exhibit "A" and Exhibit "B."

 

Section 4.  This Ordinance shall become effective immediately upon passage by four (4) or more affirmative votes of the entire City Council; otherwise, said effective date shall be ten (10) days from the date of passage hereof.

Community Development Director Kristie Flores presented this item to review, consider and conduct a public hearing regarding a request by David A. Community Development Director Flores concluded the presentation saying this is the 2nd and final phase of a multi-family housing project that began in 2007. Dr. Milmo was present for questions.

Mayor Riley opened the public hearing at 9:45 p.m.

· Amber Mouser, 6609 Charles Field, asked about the ingress/egress of the property.

· Olen Yarnell, Sulky Lane, informed City Council that this is the last piece of development of the Grissom and Sawyer land to develop.

Mayor Riley closed the public hearing at 9:47 p.m.

A motion was made by Council Member Monica Alcocer and seconded by Council Member Belinda Ealy to approve the request by Milmo Group to replat 17.03 acres of land, generally located at 6007 Grissom Road as presented.
