PURPOSE

 

To consider, discuss and approve an Ordinance authorizing a budget adjustment in the amount of $125,000 for the purpose of constructing a new traffic signal system at Huebner and Evers Roads.

 

In May of 2012, the developer of the Department of Public Transportation (DPS) facility at 7410 Huebner Road entered into a Developer's Agreement with the City of Leon Valley. Per the agreement, Section F. Traffic Control Measures, 3., in which states "The developer shall reconstruct the traffic signal system at the intersection of Evers Road and Huebner Road by utilizing a camera system, as delineated by the City Engineer." With an agreement reached between the developer and the City Manager, the developer has now submitted one-half of the funds for the cost of the construction of this signal system to the City, as per the Agreement and will pay the remaining portion in August of 2017, if approved by Council. The engineering portion of this project will be paid by the Public Works Department.

 

The existing signal system was installed during 1986 and is obsolete. The signal system does not meet the standards of the Texas Manual on Uniform Traffic Control Devices (TMUTCD). Parts are difficult to find, the bulbs used in the signal heads are not LED and use a considerable amount of energy, and the controller is not capable of any upgrades. Two of the in ground induction loops are not functioning, two of the induction loops are missing, and since induction loops are no longer used in signalization, they cannot be replaced. The system is partially supported on CPS distribution lines, which is illegal without an agreement with CPS, and is dangerous for repairmen.

 

The upgrade will include new mast arms signal poles, conduit, wiring, ground boxes, a controller, video detection, and other hardware. We will be reusing the pedestrian signals, as they are up to code and functioning as intended. The video detection (overhead cameras you see at a traffic signal) are solely for detecting the presence of vehicles in order to provide the best distribution of green time based on traffic demand. They are cost-effective replacements for in-ground induction loops that are cut into the pavement.

Social Equity - Providing the citizens with safe and efficient motor vehicle passageways reduces congestion and provides additional safety measures, which adds to the overall quality of life.

Economic Development - Providing efficient means of travel and reducing potential dangers from traffic situations promotes the overall health, safety, and welfare image of City, which may attract businesses and new residents.

Environmental Stewardship - Providing for the efficient flow of traffic reduces the amount of vehicle emissions from excessive and unnecessary idling, which protects our environment by reducing the amount of harmful pollutants released into the air. The new signal system will utilize LED bulbs in the signal heads, which will greatly reduce the amount of energy used during operations.

FISCAL IMPACT

 

The developer has paid $50,000 towards the construction of the signal system, as per the Developer's Agreement and will pay the remaining $50,000 in August of this year. The City will pay $25,000 for the engineering of this system. Bids will be prepared and advertised. Once bids have been accepted, this item will be brought before City Council for award of the bid.

AN ORDINANCE AUTHORIZING A BUDGET ADJUSTMENT IN THE AMOUNT OF $125,000 FOR THE PURPOSE OF CONSTRUCTING A NEW TRAFFIC SIGNAL SYSTEM AT HUEBNER AND EVERS ROADS.

 

WHEREAS the City owns and manages a traffic signal system at the intersection of Huebner and Evers Roads; and

 

WHEREAS the existing signal system was installed during 1986 and does not meet the standards of the Texas Manual on Uniform Traffic Control Devices (TMUTCD); and

 

WHEREAS in May of 2012, the developer of the Department of Public Transportation (DPS) facility at 7410 Huebner Road entered into a Developer's Agreement with the City of Leon Valley; and

WHEREAS on September 20, 2016 the City Council of the City of Leon Valley adopted the 2016-2017 fiscal year budget; and

 

WHEREAS Texas Local Government Code Section 102.010 provides that a municipality is not prohibited from making changes to a budget for municipal purposes; and

 

WHEREAS the Leon Valley City Council hereby finds and determines that the amendments adopted under this ordinance are for a municipal purpose; NOW, THEREFORE,

 

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LEON VALLEY, TEXAS, THAT: 

 

Section 1.              The FY 2016-2017 Budget of the City of Leon Valley is hereby amended as provided for in Exhibit “A”, attached hereto and incorporated herein for all purposes.

 

Section 2.              The financial allocations in this Ordinance are subject to approval by the Director of Finance. The Director of Finance, may, subject to concurrence by the City Manager or the City Manager's designee, correct allocations to specific accounts as necessary to carry out the purpose of this Ordinance.

Public Works Director Melinda Moritz presented this item asking City Council to consider approval of a budget adjustment in the amount of $125,000 for the purpose of constructing a new traffic signal system at Huebner and Evers Roads.

Liz Maloy, Pavona HOA President, thanked City Manager Kuenstler for making this happen.

A motion was made by Council Member Benny Martinez and seconded by Council Member Monica Alcocer, to approve a budget adjustment in the amount of $125,000 for the purpose of constructing a new traffic signal system at Huebner and Evers Roads.
