PURPOSE

 

The purpose is to submit a resolution to authorize the submission of an application for a  Reporting Technology Expansion Body Camera Grant to the Office of the Governor, Criminal Justice Division to purchase additional body cameras and support equipment as prescribed by the Body Camera Grant Solicitation; and authorizing the acceptance of said Grant upon award. This grant does require any City matching funds.

Social Equity - This proposal is in consistent with the City Council's goal of excellence in service to the community.

Economic Development - This proposal provides a measure of service to the public which is quantified through business retention and increased population.

Environmental Stewardship - Once purchase of the equipment is complete, the existing body cameras will be shared with the Fire Department and used for the Police Reserve Program within the City of Leon Valley. 

FISCAL IMPACT

 

This grant will provide $36,920.00 to purchase 25 FOCUS Body Cameras, 3-Year New Technology Replacement Package, Onsite, Back Office Setup. All funding for the equipment will come from the grant.  No matching funds are required.

 

STRATEGIC GOALS

 

The overall goal of the Department is to provide the best possible service to our residents, visitors, and City staff. The upgrade of current equipment used by police officers will ensure all officers are properly equipped with body camera technology. This equipment represents the latest generation technology and will accommodate the Police Department for years.

A RESOLUTION AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR A REPORTING TECHNOLOGY EXPANSION BODY CAMERA GRANT TO THE OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION TO PURCHASE ADDITIONAL BODY CAMERAS AND SUPPORT EQUIPMENT AS PRESCRIBED BY THE BODY CAMERA GRANT SOLICITATION; AND AUTHORIZING THE ACCEPTANCE OF SAID GRANT UPON AWARD.

 

WHEREAS, The City of Leon Valley Council finds it in the best interest of the citizens that the City of Leon Valley Reporting Technology Expansion to be operated for the year 2017-2018; and

             

WHEREAS, The City of Leon Valley Council designates the Mayor as the grantee’s authorized official. The authorized official is given the authority to apply for, accept, reject, alter or terminate the grant on behalf of the applicant agency; and

 

WHEREAS, The City of Leon Valley agrees to fulfill all requirements for the said project, including any appropriate matching funds, as prescribed by the Body Camera Grant Solicitation; and

 

WHEREAS, The City of Leon Valley Council agrees that in the event of loss or misuse of the Criminal Justice Division funds, the city assures that the funds will be returned to the Office of the Governor, Criminal Justice Division in full; NOW THEREFORE,

 

BE IT RESOLVED that the City of Leon Valley Council hereby authorizes the submission of an application for a Reporting Technology Expansion Body Camera Grant to the Office of the Governor, Criminal Justice Division to purchase additional body cameras and support equipment as prescribed by the Body Camera Grant Solicitation, and hereby authorizes the acceptance of said Grant upon award.

Police Chief Joseph Salvaggio presented this item to submit a resolution seeking authorization for the submission of an application for a Reporting Technology Expansion Body Camera Grant to the Office of the Governor, Criminal Justice Division to purchase additional body cameras and support equipment as prescribed by the Body Camera Grant Solicitation; and authorizing the acceptance of said Grant upon award. A motion was made by Council Member Monica Alcocer and seconded by Council Member David Edwards, to approve of a resolution to authorize the submission of an application for a Reporting Technology Expansion Body Camera Grant to the Office of the Governor, Criminal Justice Division to purchase additional body cameras and support equipment as prescribed by the Body Camera Grant Solicitation; and authorizing the acceptance of said Grant upon award as presented.
