PURPOSE

 

The purpose is to get final approval from Council on the forth iteration of the In-Kind scoring rubric. The In-Kind Grant Committee will use the latest rubric for consideration of upcoming grant requests.

 

Although the In-Kind Grant Committee utilizes the scoring rubric to guide determination of eligibility and award, final approval is required by Council.

 

The most recent scoring rubric has been updated to include special consideration regarding ability to pay. Additionally, criteria descriptions have been simplified in effort to make the rubric more user-friendly.

 

Previous drafts were updated to clarify the definition of city organization/entity; to distinguish points awarded for sales tax generation verses points awarded to tax-exempt organizations; and to adjust scoring system from 100-point scale to 30-point scale.

 

Additionally, Council requested that Staff provide the amount of total revenue waived for In-Kind Grant requests, which to date is $3,919. This number reflects six (6) respective awards.

The request is indirectly related to Strategic Goal 1 “Economic Development” which encourages promoting the City and creating positive branding for the City.  By clarifying the in-kind grant award criteria, the City is better equipped to continue the cultivation of positive partnerships and new collaboration efforts.

Community Development Assistant Director Megan McLeod presented this item seeking final approval from City Council on an update to the In-Kind scoring rubric.

Assistant Director McLeod added that City Council requested staff provide the amount of total revenue waived for In-Kind Grant requests, which to date is $3,919. This number reflects six (6) respective awards.

Council Member Monica Alcocer said she would like to see an explanation of determination whether the answer is Yes or No.

A motion was made by Council Member Monica Alcocer and seconded by Council Member Benny Martinez, to adopt the revised rubric for the In Kind Grant application with the suggested changes.
